1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for Stage III(a) of the Holybourne to Four Marks cycle route between the Health Centre on Anstey Road and the industrial estate at the end of Anstey Mill Lane, at an estimated cost of £85,000, be approved.

2. Reason

2.1 This decision supports Aim 4 of the Corporate Strategy (Building strong and safe communities) by providing a safer, more accessible environment for cycling, thus reducing reliance on motor vehicles.

2.2 To provide a dedicated access for cycles between the Health Centre on Anstey Road and the junction of Anstey Road and Anstey Mill Lane. This section of cycleway is a continuation of that created in Stage I, which terminated at the Health Centre on Anstey Road, and forms a part of the larger Holybourne to Four Marks Cycle project. This cycleway will encourage and help to promote non-car travel modes in this area and provides improved cycle facilities from the north-west of Alton to Alton Station.

3. Other Options Considered and Rejected

3.1 A project feasibility study investigated the possibility of both on-road and off-road cycle route options. The off-road option would have required land purchase, therefore the developed scheme utilised the on-road option. Also, in order for this section of the Holybourne to Four Marks route to link in with other, already built sections of the route, the on-road option was again determined to be the most logical choice.

7.

Scheme

7.1

Introduction

This section Holybourne to Four Marks Stage III(a) cycle route forms part of the wider-scoped Central Hampshire Transport Strategy strategic route. The scheme will offer a safer cycling environment for several user types, including those travelling to work in the nearby industrial estate and children attending the nearby Eggars Secondary School. It is intended that a future section of this Stage III scheme will take the cycle route up to Eggars School itself.

Stage I of the scheme, which links directly to this proposed section, has already been completed.

7.2

Details

Stage III(a) works will start from opposite the Health Centre on Anstey Road, continue along Anstey Road to its junction with Anstey Mill Lane and include a further signed route along Anstey Mill Lane to the Mill Lane industrial estate. The design will include:

(i) on-road advisory cycle lanes, with appropriate surface colouration, along both sides of the existing carriageway;

(ii) appropriate cycle lane signage along Anstey Road;

(iii) replacement of existing drainage gulleys along the route with `cycle friendly' versions;

(iv) cycle route signs at each end of Anstey Mill Lane;

(v) on-road cycle markings along Anstey Mill Lane;

(vi) permanent cycle counters to provide ongoing records of route patronage; and

(vii) localised carriageway and kerb modifications along the cycle route.

(viii) Temporary `Cyclists Dismount' signage at the bottom of Anstey Mill Lane to abide with Traffic Restriction Order at that point. This is to be an interim measure until the TRO is modified to exempt cycles.

7.3

Standards

The proposals have been designed to meet current national and county standards for this type of scheme. A Stage II safety audit has been undertaken and a Stage III safety audit will be carried out once the scheme has been completed.

7.4

Statutory Procedures and Consultation

Consultation with local residents affected by the scheme was undertaken in January 2004 by use of a letter drop to 60 frontage properties. A total of 28 responses were received, with 64% in favour.

The Town Council was informed of the intended scheme route and intentions and raised no objections.

The consultation exercise also included the emergency services and local cycle user forum (East Hampshire Cyclists' Forum). No objections to the scheme have been raised.

7.5

Policy Considerations

The scheme is broadly consistent with the aims and objectives of the Central Hampshire Transport Strategy within the Local Transport Plan, in that it aims to provide local solutions which maintain the rural character of the area as well as to encourage cycling as an acceptable alternative which reduces the impact of travel on the environment.

7.6

Environmental Impacts

The project will provide sustainable alternatives to the motor vehicle for workers in the nearby industrial estate, as well as for all residents of the area as the cycle network in this area continues to be developed.

7.7

Land Requirement

No land acquisition required. All works to be confined within existing public highway limits.

7.8

Alternative Arrangements

Local Member's View

The local Member, Councillor Ludlow, supports the scheme.

7.10

Equalities

The effects of this scheme on persons of restricted mobility has been considered in the design process. However, the primary aim of the scheme is to improve conditions for cyclists.

7.11

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

7.12

Sustainability

The scheme will encourage further use of non-motor vehicle modes of transport by providing a safer cycling environment for local residents, school children and those working on the nearby industrial estate. The scheme also provides a link between Alton Station and residential areas north-east of the town.
