1. Summary

1.1 The following decisions are sought:

    (i) That approval be given for the Chief Executive to conclude an appropriate legal agreement with Barratt Southampton, and/or any other relevant party, in relation to the making of a financial contribution of £134,000 towards improvements to any mode of transport in the Hamble Lane corridor between the site at Ensign Way and the Windhover roundabout on the Hamble Peninsula.

    (ii) That, subject to the completion of this Agreement, Eastleigh Borough Council be informed that there is no objection to the residential development on Ensign Way, Hamble.

2. Reason

2.1 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the Environment) by improving travel choice and Aim 4 (Building Strong and Safe Communities) by maintaining a safe road network and reducing accident levels in association with the Hamble Area Transport Strategy.

3. Other Options Considered and Rejected

3.1 The County Council could opt not to enter into a legal agreement. This option has been rejected as it would prevent the creation of an acceptable access and deprive the County Council of a financial contribution which assists in meeting the Corporate Strategy Aims. A higher or lower level of transport contribution could have been considered, however the terms outlined in the report have been negotiated and agreed by all parties as an appropriate level of contribution.

7. Introduction

7.1 A planning application has been submitted by Barratt Southampton to Eastleigh Borough Council for the erection of 67 dwellings at Ensign Way, Hamble (see attached location plan). The site is located on the north-eastern side of Ensign Way, with part of the frontage of the site on Hamble Lane.

7.2 The entire site totals some 2.5 hectares although the Barratt application only relates to a 1 hectare triangular area in the northern part of the site. The remainder of the site was subject to an application submitted to and approved by Eastleigh Borough Council for the construction of a new production facility with ancillary research and development offices, for which a financial contribution of £42,000 was negotiated.

7.3 The site is allocated for housing in the Local Plan and Eastleigh Borough Council has resolved to grant approval, subject to the conclusion of appropriate legal Agreements.

8. Transport Proposals

8.1 Access to the site will be provided by a new access off Ensign Way, approximately 100 metres from its junction with Hamble Lane. This will be covered under a Section 38 Agreement. Pedestrian and cycle links will be provided through the site to Hamble Lane to maximise accessibility to the adjoining schools, shops, services and bus stops.

8.2 The proposed car parking provision for the site complies with the Planning Policy Guidance Note (PPG) 3 standard of 1.5 spaces maximum per dwelling, as 95 are proposed and this equates to 1.4 spaces per dwelling.

8.3 As a result of an agreed Transport Statement submitted by the developer, Barratt Southampton has agreed to make a financial contribution towards improvements to any mode of transport in the Hamble Lane Corridor between the site and Windhover Roundabout, as identified in the draft Hamble Area Transport Strategy (HATS) which is available for reference.

8.4 The contribution will be spent in accordance with the requirements of the draft HATS and County Council policies, which seek to reduce dependency on the car and provide choice for alternative means of travel.

9. Financial Implications

9.1 In the event of planning permissions being granted, the developer has agreed to make a financial contribution of £134,000 towards a package of measures, as previously identified in the draft HATS, to mitigate the impact of the development on the local area.

10. Local Member's Views

10.1 The local Member, Councillor House, raises no objection in principle to the proposals.
