1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal to implement traffic calming measures on North Street, Lymington, at an estimated cost of £56,000, be approved, subject to suitable amendment to the Capital Programme.

2. Reason
2.1 This decision supports Aim 2 (Stewardship of the Environment) and Aim 4 (Building Strong and Safe Communities) by providing a scheme that will encourage walking in a safer environment.
2.2 To enhance pedestrian facilities and improve safety along North Street by reducing vehicle speeds along its entire length, provide a new section of footway on the northern side of the road between Milford Road and the entrance to the recreation centre and address the concerns of the residents of North Street.
3. Other Options Considered and Rejected
3.1 Alternative layouts were considered to address the problems identified by local residents, ie excessive vehicle speed, rat running and pedestrian safety.
3.2 This included road closures, making North Street one way and alternative traffic calming features, ie build outs, cushions, etc.
3.3 The benefits and disbenefits of each feature was explained to the members of the workshop and the scheme proposals amended to reflect their preferences

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT (Client Department) |

Following concerns raised by residents and Lymington Town Council about traffic speeds along North Street and extraneous traffic using this road as an alternative to South Street, an adjacent road, as it provides easier access onto the A337 Milford Road, New Forest District Council was asked to develop a traffic calming scheme for North Street. The District Council developed the scheme through a series of community workshops. The workshops comprised officers from the District and County Council, local district Members, residents from North Street and the manager of the recreation centre which is accessed from North Street. |

The proposals are consistent with the aims and objectives set out in the Hampshire Local Transport Plan and the New Forest Transport Strategy document. The main aim is to reduce the harmful effects of transport, improve the safety of all travellers and improve the environment for local residents. | |
Details of Scheme and Design Standards | |
The proposed scheme will reduce the impact of vehicles travelling along North Street and enhance the safety of road users, especially pedestrians. The scheme that has been developed and agreed at the community workshops includes the introduction of a series of pinch-points and speed cushions. The radii at the junction of North Street with South Street will also be tightened to reduce the speed of vehicles approaching and entering North Street. A location plan is attached and a detailed plan of the proposals will be displayed at the meeting. The design standards adhere to Hampshire County Council's standard and national guidance. The scheme design has been safety audited. | |

Public Consultation | |
The current scheme was developed through a series of community workshops held locally. Local residents were invited to attend as well as the local district council Member, and Members of Lymington Town Council. During these workshops the scheme was developed in stages which resulted in agreement on the traffic calming measures to be included in the final design. Following the design of the scheme it was considered beneficial to hold a public exhibition to enable those who were not involved in the workshops to give their views on the proposals. An exhibition would also allow those residents who participated in the workshops to re-acquaint themselves on what had been agreed. The exhibition was held on 23 September 2003 between the hours of 2 pm and 7.30 pm at the District Council offices, Lymington, with officers from both the County and District Council in attendance to answer any queries and questions. Approximately 110 people attended the exhibition of which 35 people responded to the questionnaire that was handed out. Analysis of those returned showed that 94.1% were Pennington residents of which 48.6% resided in North Street. Overall, 94.1% of the respondees supported the proposals with 5.9% against the scheme. Several individuals made comments on the proposals and these issues have been addressed when completing the detailed design of the scheme where practically and technically possible. This included improved street lighting, the minor repositioning of a few speed cushions and improved warning signs at the access/egress from the side road leading to/from the recreation centre. | |

The footway improvements will make it easier for disabled persons to access the recreation centre. All pedestrians will benefit from reduced vehicle speeds along North Street. | |
