All districts were involved in Summer Activities Programme.

    Projects enabling young people to avoid the risk of crime and be involved in positive activities with others

DofE YOT Project Working in two districts.

Increase in detached and outreach projects work across the county.

3.4

    Cooperative Projects involving Personal Advisers and Youth Workers to ensure young people and services work together

Increase in number of Youth Workers and Connexions PAs working together on joint projects e.g.: Sugar and Spice.

    Projects established for minority groups to meet their needs for personal development and social and educational inclusion.

All projects include at least one activity of this kind in their programme.

Target - 5 - Healthy lifestyles

Promotion of healthy lifestyles in all youth work programmes

All projects promoting healthy lifestyles and have specific pieces of work in place.

5.2

Address mental health and developmental needs of young people in co-operation with health promotion agencies

Progress limited in 03/04 and districts putting action in place in 04/05.

5.3

Enable young people to take decisions which:

    · Avoid unnecessary hazards

    · Avoid the misuse of drugs

Young People making informed choices is part of all project plans. Some specific workshops on keeping safe and drug education have been delivered.

5.4

Promotion of work which enables young people to develop and maintain sexual health and avoid teenage pregnancy.

Young people aware of sexual health issues through workshops and information being made available in all districts.

Target - 6 - National and county priorities

Develop partnerships and programmes with the Connexions Service

25% Youth Service budget supporting Connexions work.

Connexions contract targets substantially achieved.

6.2

Prepare the Youth Service Plan in the context of the Transforming Youth Work agenda

6.3

Provision of programmes to meet the educational and personal development needs of the 11-13 age range

Work with 11-13s is supported in a range of environments.

6.4

Provision of projects focused on the educational and employment needs of young adults aged 19 - 24

Some examples of good practice established in the county.

6.5

Develop strategies for work with young people in Hampshire in co-operation with other County Council services

County Youth Strategy being piloted and supported by Youth Service.

Involvement with district councils developing their strengths.

6.6

Develop partnerships with appropriate agencies and organisations in order to maintain and increase Youth Service programmes.

The target of maintaining 50% of youth projects in partnership as joint work with other agencies has been exceeded.

Target - 7- Employment and staff development

Ensure equalities practice in relation to employment and development of staff is actively identified and promoted

Districts implement good practice. A study has been made of retention and recruitment of part-time staff. The recommendations are being considered by YSMT.

7.2

Staff development opportunities meeting the needs of youth workers in statutory and voluntary youth work sectors.

Foundation degree programme in place.

Range of opportunities supporting all levels of staff are in place.

7.3

Staffing structure to continue to adapt to the needs of the service

Changes proposed, completed and implemented in January 2004.

7.4

Policy developed to support and recruit unpaid staff

Number of volunteer staff has remained stable.

7.5

Training and support for youth work staff to contribute to the Connexions Service

At least 2 Youth Workers trained as PAs in each district and introductory courses attended by other staff.

7.6

Training for staff to develop democracy and decision-making activities with young people

A range of training programmes are in place and accredited.

Target - 8 - Financial resources

Maintain and increase core funding for the Youth Service.

Increase core-funding in 04/05 is 2.76 %

Additional funding has been attracted in each district

Target - 9 - Quality assurance

Maintain and develop a comprehensive quality assurance framework.

New QA Framework to be in place for 04/05

9.2

Involve young people in the quality assurance processes and decision making

New framework includes involvement of young people.

9.3

Integrate the Youth Service quality assurance system with other frameworks including the Ofsted scheme of self-assessment and inspection.

Ofsted self-assessment completed and kept up to date and the new QA framework takes account of the Ofsted framework.
