1. Summary
1.1 The following decision is sought:
That approval be given for the Chief Executive to conclude an appropriate legal agreement associated with an outline planning permission for the erection of up to 765 dwellings, a primary school, development for business use and associated development (Ref: 40065/000) with the Salvation Army Trustee Company, Bovis Homes Limited and/or other relevant parties in relation to the implementation, at no cost to the County Council, of the approved highway works at an estimated cost of £1 million and the securing of a financial contribution of £0.9 million towards the South West Hampshire Transport Strategy or successor strategy and/or any other transportation improvements on parts of the network affected by traffic associated with the development and the site travel plan.
2. Reason
2.1 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the Environment) by improving travel choice and Aim 4 (Building Strong and Safe Communities) by maintaining a safe road network and reducing accident levels.
3. Other Options Considered and Rejected
3.1 The County Council could opt not to enter into a legal Agreement with the Salvation Army Trustee Company and Bovis Homes Limited. These options have been rejected as it would deprive the County Council of financial contributions and highway works which assist in meeting the Corporate Strategy Aims. A higher or lower level of transport contribution could have been considered, however the terms outlined in the report have been negotiated and agreed by all parties.

7. Introduction
7.1 The planning application (Ref: 40065/000) consists of up to 765 dwellings, a primary school, development for business use (B1, B2) and associated infrastructure at Hedge End, Eastleigh.
7.2 The planning application site is agricultural land, 27.8 hectares in extent, bound to the west by B3342, Tollbar Way, Hedge End and to the east by Shamblehurst Lane. To the north and east is residential development. To the south is the retail and commercial development of Hedge End. A location plan is attached.
7.3 There is a comprehensive network of cycleways surrounding the site and Hedge End railway station is located approximately one kilometre to the north-east.
7.4 Eastleigh Borough Council has resolved to grant planning permission, subject to conditions and legal Agreements.
8. Transport Proposals
8.1 The Transport Assessment, forming part of the planning application, provides an analysis of the impact of the development on the highway network. Vehicular access will be from Tollbar Way with a possible bus link to Shamblehurst Lane, involving third party land. Analysis of the surrounding junctions indicates a need to undertake a package of improvements to the junctions on Tollbar Way, Junction 7, M27 and A334 west of Junction 7. Other improvements are identified to enhance pedestrian and cyclist movement and the use of public transport. The contents of the Transport Assessment are agreed.
8.2 The package consists of the works necessary to provide access to the site, which will be undertaken through a Section 278 Agreement, and a financial contribution to undertake off-site highway works, improvements to public transport infrastructure and cycleway provision, and to fund the implementation of a site travel plan.
8.3 The access works include two new priority junctions with Tollbar Way and a `bus only' link from the application site to Shamblehurst Lane. A roundabout will be created at the junction of Tollbar Way and Maunsell Way. The approaches to the existing roundabout junctions of Tollbar Way/Wellington Park and Tollbar Way/Botley Road will be improved. Additional pedestrian crossing facilities will also be provided on Tollbar Way.
8.4 It is proposed to widen part of the A334, Charles Watts Way westwards towards Southampton from Junction 7, M27 from two lanes to three lanes to accommodate the additional vehicular movements on the motorway junction.
8.5 Financial contributions have been agreed towards public transport improvements and to the Hedge End Area Transport Strategy, including improvements for pedestrians and cyclists. The developer will also fund the implementation of a site travel plan.
9. Financial Implications
9.1 In the event of the planning permission being implemented, the applicants have agreed to make financial contributions and works totalling £1.9 million towards the South West Hampshire Transport Strategy or successor strategy and/or any other transportation improvements on parts of the network affected by traffic associated with the development.

10.1 The local Member, Councillor Brown, supports the proposals.
