Landlord Funded Work connected with this Scheme
An allocation of £50,000, excluding fees, has been made from the Policy and Resources 04/05 NDS Condition Fund for the rewiring of the existing school building.
An allocation of £45,000, excluding fees, has been made from the Policy and Resources Landlord's Budget 2004/05 (Demolition fund).
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £1,282 per annum, £3.90 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The existing temporary accommodation is in very poor condition and needs replacing. Funding has been found from NDS Modernisation to replace the buildings with permanent accommodation. On completion the school will be integrated under one roof, thus improving both circulation and security.
There will also be a significant improvement to the layout and use of the school site, which is under the DfES recommended area for a school of this size.
3. DETAILS OF SITE
LOCATION
Alton Infant School is located at Normandy Street, Alton.
ADJOINING LAND AND BUILDINGS
The school lies within a residential area of Alton.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 1 acres (0.4 hectares). The DfES guideline for a school of this size is 1.47-1.798 acres (0.595-0.728 hectares).
PLANNING POSITION
A detailed planning application was submitted to the Director of Environment during May 2004.
SUITABILITY FOR PROJECT
The proposed scheme will provide three permanent classrooms to replace the two single and one double temporary classrooms currently being used, a staff room and small group room, and will also form a covered link between the original school hall/kitchen and main school building. An existing small hall will be converted to provide a further teaching space. The scheme outlined in this project appraisal has been agreed with the School and Governors as being the most appropriate design solution to meet their current needs.
RESULTS OF TRIAL BORE HOLES
A thin layer of asphalt is followed by firm to stiff, fine sandy clay to a depth of approximately 1.0m below existing ground level. Beneath the sandy clay is a stratum of firm sandy, flinty/gravely clay..
Mass concrete trench fill foundations taken into the clay with flints stratum are anticipated. The trench fill will need to extend to a depth of approximately 2.75m below ground level in the vicinity of trees. The minimum recommended foundation depth on this site would be 1.0m below either existing or final ground level, whichever is the lower. An in-situ concrete or possibly precast concrete suspended ground floor slab is anticipated.
Ground water does not appear to be present within the anticipated foundation depth.
ACCESS
The main pedestrian access is from Normandy Street, with vehicular access from Victoria Road to the parking area at the rear of the school site. For the duration of the contract, the Contractor's access will be from Victoria Road. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
COMMENTS ON SITE LAYOUT
The site is broadly rectangular in shape. The proposed extension will be located centrally within the site, linking the rear of the main building to the detached school hall/kitchen.
MAINS SERVICES POSITION
It will be necessary to provide a new gas and water main to the school. This work will be carried out during the 2004 summer holiday period. The electricity supply is considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Landscaping associated with this scheme includes new hard and soft landscaping around the new classrooms, together with reinstatement of the areas on which temporary classrooms presently stand.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The proposed part two-storey extension will form a link between the main school and the detached hall and kitchen.
Accommodation provided comprises:
Ground Floor

· cloakroom
· conversion of existing small hall to classroom and admin spaces
First Floor
· staff room
· small group room
PLACES PROVIDED
The school will continue to provide 180 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The existing school buildings are mainly Victorian and Edwardian, constructed of red brick with pitched slate roofs. These buildings are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There are currently one double and two single temporary classrooms on site and these will be removed on completion of the scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed extension replaces existing temporary classrooms and redundant outside toilets. The new wing will form a covered link between the main school and the detached hall and kitchen. The link block is located in the centre of the school buildings and therefore the environmental impact is minimal.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed extension will be of brick construction, with pitched slate roofs, to complement existing buildings. Doors and windows will be of powder-coated aluminium.
ACCESSIBLE FACILITIES
There is a change of level between the existing hall/kitchen and main school building and the link corridor has therefore been designed in accordance with current standards and the County Council's School Inclusion Brief.
HEATING AND VENTILATION SYSTEMS
The new classrooms and hall are to be naturally ventilated.
The heating system is sub-divided into three zones:
New-build
To be fed from a new variable temperature circuit supplied from existing boilers. The radiators will be low-surface temperature (LST) to avoid the risk of hot surfaces. Conventional panel radiators will be used in the staff room.
Existing school
To remain as existing.
Kitchen/hall areas
A new constant temperature circuit to be provided. Kitchen to be heated using a fan convector. Two linear strip radiant panels mounted at high-level to serve the hall area. The two toilet areas to be supplied with heating coils at high level. The radiators will be LST.
SPRINKLER SYSTEM
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
HEALTH AND SAFETY
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Head teacher and Governors of the School as meeting the accommodation requirements of the School.
CAR PARKING
There will be no change to the existing car parking arrangements as a result of this scheme.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
The proposed scheme will provide permanent classroom accommodation, thus facilitating the removal of three existing temporary classrooms. The scheme will also provide a covered link between the detached hall and kitchen block and the main school building.

7. FURNITURE AND EQUIPMENT
To be funded from the school's devolved capital.
