      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide extended leisure facilities will have an immediate benefit for the school and local community users.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

    1.1

    The Connaught Secondary School is located at Tongham Road, Aldershot. The community Leisure Centre is located on the school site and due to an increase in membership, it is considered appropriate to extend the facilities to meet this growth.

    1.2

    The Leisure Centre was constructed with contributions from Rushmoor Borough Council and its use is controlled through a community management agreement between the County Council, the governing body and the Borough Council. The school has use of the facilities during school hours.

    1.3

    The total cost of the scheme is £225,000 (excluding fees) which will be met wholly by Rushmoor Borough Council.

    1.4

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    A double-volume space incorporating a mezzanine floor will be located to the southwest of the existing Leisure Centre, adjacent the school playing fields. The accommodation will provide ground floor fitness suite, male and female changing/wc/showers, and an office formed from an existing space. The mezzanine will provide a second fitness suite area.

    Funding and Timing

    3.1

    The total cost of the scheme is £240,000, excluding fees, of which £225,000, excluding fees, will be met by Rushmoor Borough Council. The shortfall will be addressed following receipt of tenders by identifying appropriate savings on the scheme or by additional funding.

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during June 2004, work will commence on site during August 2004 and be completed during December 2004.

    Consultation with Local Member

    4.1

    Councillor Roberts, the local Member for this area, has been consulted on and is supportive of this scheme.

    Conclusion

    The existing leisure centre is enjoying a growth in membership and this scheme will provide the additional accommodation required to meet this growth.

    Recommendation

    That the building design project appraisal for the Connaught Secondary School at an estimated cost of £240,000, excluding fees, be approved.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £732 per year, £5.60 per m².

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

        The community Leisure Centre located on the school site was constructed with contributions from Rushmoor Borough Council and its use is controlled through a community management agreement between the County Council, the governing body and the Borough Council. The school has use of the facilities during school hours. The Centre has achieved an increase in membership and it is therefore considered appropriate to extend the facilities to meet this growth.

      3. DETAILS OF SITE

        LOCATION

        The Connaught Secondary School is located at Tongham Road, Aldershot.

        ADJOINING LAND AND BUILDINGS

        The site is bounded by residential development to the north and west, and by school playing fields to the east and south.

        AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

        The total site area is 13 acres (5.2 hectares). The DfES guideline for a school of this size is 17.781-19.298 acres (7.196-7.81 hectares).

        PLANNING POSITION

        A formal detailed planning application was submitted to the Director of Environment during April 2004.

        SUITABILITY FOR PROJECT

        The extension has been designed to provide improved facilities to the existing leisure centre and has been agreed by the Headteacher of the School and Rushmoor Borough Council as being the most appropriate design solution to meet current needs.

        RESULTS OF TRIAL BORE HOLES

        A previous site investigation revealed a thin layer of topsoil followed by firm becoming soft, silty, sandy, alluvial clay to a depth between 1.2 and 1.8m below existing ground level. Beneath the clay is a band of medium-dense sandy gravel, to depth varying between 2.8 and 4.4m below existing ground level. Beneath the gravel, a stiff becoming very stiff clay exists.

        The ground water level lies in the gravels at a depth between 1.3 and 1.6m below existing ground level.

        It is anticipated that foundations will be either mass concrete pads beneath columns taken into the gravel or short-bored piles taken into the stiff clay. Reinforced concrete ground beams between the pads or piles will support the external walls and in-situ concrete, suspended ground floor slab.

        The results of the current investigation are awaited.

        ACCESS

        Vehicular and pedestrian access to the site is from Tongham Road. The contractor's access to the site will be via the existing main access. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        COMMENTS ON SITE LAYOUT

        The site is broadly triangular in shape, with the school buildings clustered to the north. The leisure centre is the southernmost building and adjoins the playing fields to the south. The proposed extension will be located to the southwest of the existing leisure centre.

        MAINS SERVICES POSITION

        It will be necessary to upgrade the electricity supply. Other existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

        MAINTENANCE IMPLICATIONS

        The site will continue to be maintained in accordance with current County Council standards.

        LANDSCAPE PROPOSALS

            Paved external circulation areas will be provided around the proposed extension.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

        TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

        The proposed extension comprises a double-volume space incorporating a mezzanine floor with wc, shower and changing facilities for community users of the leisure centre.

        PLACES PROVIDED

        Nil.

        PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

        The school buildings are of traditional and SCOLA build, dating from the 1970's. The most recent addition was a store room built in 2003. These buildings are considered to be in fair condition for their age and type.

        TEMPORARY BUILDINGS

        There are currently three temporary buildings on site. This scheme will not facilitate the removal of the temporary buildings as the accommodation is for use only by the community.

        SITUATION ON SITE AND ENVIRONMENTAL IMPACT

        The proposed extension has been sited adjacent the existing leisure centre and has been designed to have minimal environmental impact. Existing landscaping to the west of the site screens the building from adjacent residential development.

        TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

        The proposed extension is of steel frame and cavity wall construction, with a high-performance roof. Externally the masonry walls will complement the existing building. Polyester powder-coated aluminium windows and doors will complement those of the existing Leisure Centre.

        ACCESSIBLE FACILITIES

        There is an accessible wc/shower in the existing Leisure Centre. Disabled users will have access to the full range of facilities within the proposed extension. The ground floor accommodation has level thresholds throughout.

        HEATING AND VENTILATION SYSTEMS

        Heat pump units will be mounted on the wall/suspended at high level in the fitness areas. The changing rooms/showers/toilets will have heating only via radiators/fan convectors and/or radiant panels. The condenser units associated with the heat pumps will be located outside and housed within a purpose-built enclosure.

        The fitness area will have fresh air introduced from outside and tempered by wall-mounted heat recovery units. Propeller type fans at high level will circulate the air. The changing rooms/showers/toilets will have wall-mounted extract fans.

        SPRINKLER SYSTEM

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        HEALTH AND SAFETY

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme.

        ENERGY EFFICIENCY OF BUILDING

        The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

        ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

        The proposed extension has been agreed as the most appropriate design solution to meet the needs of the increased usage of the existing leisure centre.

        CAR PARKING

        The existing car parking arrangements are considered to be sufficient for users of the school and leisure centre and therefore no additional parking will be provided as part of this scheme.

        CONSULTATIONS

        The following have been consulted during the development of the project: Rushmoor Borough Council, Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

        The existing leisure centre is enjoying a growth in membership and this scheme will provide the additional accommodation required to meet this growth.
