      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide a Languages Resource Centre will have an immediate benefit for staff and pupils of the school.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

    1.1

    Purbrook Park Secondary School (Foundation) is located at Park Avenue, Purbrook and is located in a predominantly residential area. There are currently 877 pupils (11-16 years) on roll. The School has received Specialist Status as a Languages College. The original house, which was built c.1830, is Grade 2 Listed and forms the entrance to the school. A variety of traditionally constructed buildings have been added over the years, the most recent addition being a library and staff room extension in 1996.

    1.2

    The total cost of the scheme to provide a Languages Resource Centre within an existing building on site is £265,000, excluding fees. An allocation of £86,000, excluding fees, has been made in the Education Capital Programme 2004/05 for Specialist College Status. The school is making a contribution of £159,000, excluding fees. There is a current shortfall of £20,000, excluding fees, which will be addressed following receipt of tenders by identifying appropriate savings on the scheme.

    1.3

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    It is proposed to carry out alteration and refurbishment works to the building known as Block B, located centrally within the existing school buildings. The ground floor contains languages classrooms which are to be refurbished to provide enhanced facilities.

    2.2

    A new first floor is to be inserted within the existing building to provide a Languages Resources Centre which will comprise a 60 pupil space (30 of which are IT spaces). The new ceilings will follow the pitch of the existing roof, allowing the existing steel roof trusses to be left exposed. The new floor construction is designed to provide fire and acoustic separation from the ground floor accommodation. A new protected staircase is to be provided to allow access and fire escape to the new first floor accommodation.

    2.3

    It is proposed to tender a number of optional items. The inclusion of these items will be subject to the availability of funding and will be reviewed upon receipt of tenders.

    Funding and Timing

    3.1

    An allocation of £86,000, excluding fees, has been made in the Education Capital Programme 2004/05 for Specialist College Status. The school is making a contribution of £159,000, excluding fees, There is a current shortfall of £20,000, excluding fees, which will be addressed following receipt of tenders by identifying appropriate savings on the scheme.

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during June 2004, work will commence on site during July 2004 and be completed during December 2004.

    Consultation with Local Member

    4.1

    Councillor McIntosh, the local Member for this area, has been consulted on and is supportive of this scheme.

    Conclusion

    The school has achieved Specialist Status as a Languages College and the proposed scheme will provide a much-needed Languages Resource Centre within the existing school campus.

    Recommendation

    That the building design project appraisal at Purbrook Park Secondary School, at an estimated cost of £265,000, excluding fees, be approved.

The County Council has no property interest in this site. As a Foundation School it is owned by Trustees.

Building Cost - the works are internal alterations to the existing building, therefore net and gross costs are not appropriate.

      (a) Energy Costs

        It is anticipated that the additional increase in fuel cost for the school will be in the order of £500 per year.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

        The provision of the additional specialist space and refurbishment of existing facilities will continue to support the school's commitment to being a Specialist Languages College.

        It will provide much-needed centralised accommodation for the languages department and allow them to embrace new technologies that support curriculum delivery in this area.

      3. DETAILS OF SITE

        LOCATION

        Purbrook Park Secondary School is located at Park Avenue, Purbrook, Waterlooville.

        ADJOINING LAND AND BUILDINGS

        The school site is bounded to the north, east and west by residential development, and to the south by playing fields.

        AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

        The total site area is 21.7 acres (8.7 hectares). The DfES guideline for a school of this size is 18 acres (7.5 hectares).

        PLANNING POSITION

        The proposed scheme is classed as permitted development and does not require planning permission.

        SUITABILITY FOR PROJECT

        The proposed scheme has been agreed with the School and Governors as being the most appropriate design solution to meet their current needs.

        RESULTS OF TRIAL BORE HOLES

        The ground investigation indicates topsoil overlying 700mm of fill overlying sandy gravely clay. It is considered that this is a suitable bearing strata for founding with an allowable bearing capacity of 90KN/m².

        Due to the close proximity of two lime trees and the potential for shrinkage of the sandy gravely clay, it is considered that the founding level should be a minimum of 1.3m.

        ACCESS

        The main vehicular and pedestrian access to the school is from Park Avenue, to the west of the site. An alternative vehicular access is located to the east of the site, from The Dale.

        The first phase of works involves the removal of asbestos from the building to be refurbished. This work will take place during the summer holiday break and the contractor will use the main school entrance.

        The alternative vehicular access will be used for the remainder of the works and the contractor's site compound will be based on the car parking area adjacent to this entrance.

        COMMENTS ON SITE LAYOUT

        The site is rectangular in shape, the school buildings being clustered to the north of the site, with playing fields to the south.

        MAINS SERVICES POSITION

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

        MAINTENANCE IMPLICATIONS

        The site will continue to be maintained in accordance with current County Council standards.

        LANDSCAPE PROPOSALS

        The proposals outlined in this project appraisal are all internal works and therefore there are no landscaping proposals associated with this scheme.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

        TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

        It is proposed to provide a new first floor within the existing double height space. A new staircase will be provided for access. The proposed refurbishment works provide the following accommodation:

        First Floor

          · 60 place language centre (30 of which are IT spaces)

      Ground Floor refurbishment

          · two languages classrooms including acoustic ceilings

          · one general teaching classroom, minor refurbishment works

          · ancillary office and store accommodation

          · minor adaptions to existing female staff wc's

        PLACES PROVIDED

        This work will not affect the school's Net Capacity calculation, so therefore does not provide any additional pupil places.

        PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

        All buildings on site are of traditional construction. The original house is Grade 2 Listed. All buildings are considered to be in good condition for their age and type.

        TEMPORARY BUILDINGS

        There are no temporary buildings currently on site and none are required for this scheme.

        SITUATION ON SITE AND ENVIRONMENTAL IMPACT

        The proposed alteration and refurbishment works are internal and as such do not impact on the surrounding area.

        TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

        The proposals outlined in this project appraisal consist mainly of internal refurbishment.

        A new one-hour fire rated floor construction is to be provided to form the new first floor accommodation.

      ACCESSIBLE FACILITIES

        The new stairway is designed in accordance with current best practice.

        HEATING AND VENTILATION SYSTEMS

        The existing heating system will be extended to serve the proposed first floor accommodation. The central boiler plant has been recently refurbished. Existing windows are to be refurbished to ensure natural ventilation is provided. The tender will include an option to fit cooling to the first floor IT space and this will be reviewed with the school on return of prices.

        SPRINKLER SYSTEM

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        HEALTH AND SAFETY

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme.

        ENERGY EFFICIENCY OF BUILDING

        The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

        ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

        These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.

        CAR PARKING

        No changes will be made as part of the proposed scheme.

        CONSULTATIONS

        The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.

      5. THE BUILDING DEVELOPMENT

        The school has achieved Specialist Status as a Languages College and the proposed scheme will provide a much-needed Languages Resource Centre in an existing building.

      6. BUILDING MANAGEMENT

        CLEANING

        Existing arrangements will apply.

        CATERING

        Existing arrangements will apply.

      7. FURNITURE AND EQUIPMENT

        From the block vote in Education's Capital Programme.

      8. STAFFING

        Any additional staffing requirements will be covered from within the school's delegated budget share.
