Summary |

Nightingale Primary School is located in a residential area to the south west of Eastleigh. The former Junior and Infant Schools amalgamated in 1991 to form the Primary School. The proposed extension outlined in the attached design project appraisal is part of an overall development strategy. A scheme to provide an Early Years Centre at the school was approved by the Executive Member for Policy and Resources on 10 June 2004 and is due to commence on site during August 2004, subject to planning approval being obtained for residential development on the land to the southwest of the site (anticipated end June 2004). |

The estimated cost of the work to provide permanent accommodation for key stage 1 pupils within the main envelope of the school building is £1,130,000, excluding fees. An allocation of £391,000 excluding fees, has been made in the Education 2004/05 Capital Programme - NDS Modernisation. The School is contributing a sum of £93,000, excluding fees, and the remainder of the funding, £646,000, excluding fees, will be from capital receipts from the sale of the land to the southwest of the site. |

Landlord Funded Work connected with this Scheme
The Director of Property, Business and Regulatory Services is currently assessing the extent of capital repair work associated with the existing building which may be included in this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment. Surplus land is being disposed of and the capital receipt reinvested in this project.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £1,071 per year, £4.00 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The project will provide a 1.5 FE Primary School in permanent buildings on the Nightingale site and will ensure that all pupils can be accommodated in one building.
The capacity of the school on completion of the project will be 315 places with 254 pupils at the school at present. It is anticipated that this number will grow owing to the proposed housing development in the area and will be at, or close to, the maximum number of places being provided.
3. DETAILS OF SITE
LOCATION
Nightingale Primary School is located at Blackbird Road, off Nightingale Avenue in Eastleigh.
ADJOINING LAND AND BUILDINGS
The school is located on a largely flat site in a residential area of Eastleigh, with Chestnut Avenue to the south of the site and residential development to all other boundaries. Residential development is proposed on land to the southwest of the site.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The existing total site area is 10.1 acres (4.1 hectares). The site area to remain in school use after the Early Years Centre is constructed and the land sold is 5.4 acres (2.2ha). The DfES guideline for a school of this size is 3.31-3.78 acres (1.34-1.53 hectares). The school building stands in the middle of the site, with a long access road and parking area, and the playing field to the east. Due to this layout it is not considered feasible to reduce the retained site further. Over 1 ha of land is already proposed for disposal for residential development.
PLANNING POSITION
A formal planning application was submitted to the Director of Environment during May 2004.
SUITABILITY FOR PROJECT
This scheme will provide the permanent classroom accommodation required by the school and will facilitate the removal of temporary classrooms from the site, as part of the overall development strategy. The scheme has been developed in consultation with the Head teacher and Governors of the school.
RESULTS OF TRIAL BORE HOLES
A site investigation comprising four trial pits has been completed. Preliminary results indicate Made Ground over stiff fine Alluvium overlying River Terrace Deposits. Two of the pits were hand dug to investigate the existing foundations. At the location of the investigation, the foundations appear to be strip footings under the perimeter walls, and these widened to pad footings under the columns.
RESULTS OF TRIAL BORE HOLES continued....
The foundations to the existing building found at 1.0m below ground level. Ground contamination is not anticipated in the area of development, but good working practice will be followed with respect to any removal of soil from the site. It is intended to use similar principles to the existing for the foundations to the new extension.
The preliminary results indicate that conventional spread foundations can be used, with strip footings founding at a depth of 1.2 m below ground level, widening to square pad footings under the main column positions. The final foundation depths are dependent on the effect of the adjacent broad-leaved trees. It is possible that the footings may have to be up to 2.5m deep; this may mean that dewatering will be required due to the high groundwater level that was encountered during the site investigation.
ACCESS
Vehicular access to the site is from the north, via Blackbird Road. Pedestrian access points are from Blackbird Road and Jackdaw Rise. A separate temporary contractor's access is proposed from Chestnut Avenue, to the south of the site.
COMMENTS ON SITE LAYOUT
The school buildings are located on the north-western side of the site, with playing fields to the south and east and the school swimming pool to the rear of the school buildings, adjacent to Blackbird Road.
The proposed classroom extensions will be located on either end of the existing two-storey main school building. The western part of this block will be extended and re-planned to provide a CDT and food tech room, and improved entrance and reception area.
It is also proposed to utilise an existing courtyard area within the centre of the school buildings to form a library and link corridor.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The following landscape works are proposed:
· paved areas outside new classrooms
· play area to be formed outside new ground floor reception classroom
· several trees to be planted around new classrooms and school entrance
· main entrance area to be landscaped to provide welcoming and clearly defined approach to the school
· new accessible pathway, with dropped kerbs, from existing car park to school entrance
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed provide the following accommodation:
· 4 new classrooms/storage/wet areas
· 4 SEN/tutorial spaces
· CDT room
· food technology room
· library
· store
· pupil toilets
· accessible shower/wc
· reconfigured circulation and entrance area
· extension to existing staff room
The existing classrooms are located within a two-storey block to the rear of the existing school building. It is proposed to extend this building on either end in a similar form to provide a classroom and SEN/tutorial room on each floor and extend and re-plan the western end of this block to provide a CDT and food tech room, and improved entrance and reception area.
The proposed library will be constructed within an existing courtyard area in the centre of the school.
The existing staff room accommodation will be extended to meet current
standards.
PLACES PROVIDED
The capacity of the school on completion of the project will be 315 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The Primary School is of SCOLA construction and is considered to be in good condition for its age and type.
TEMPORARY BUILDINGS
There is currently one temporary building on the school site. It will be necessary, as part of these proposals, to provide two double temporary classrooms for Key Stage 1 pupils who will decant from the former Infant School building to allow conversion to the Early Years Centre. It will also be necessary to provide further temporary accommodation for decanting purposes during the course of the works. All temporary buildings will be removed on completion of Phase 2 of the scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The classroom extensions abut the existing SCOLA building, to the rear of the school site and backing onto Chestnut Avenue. The building is screened by a tree belt adjacent to Chestnut Avenue. The classroom extension has been designed to complement the existing building and some new tree planting is envisaged as part of the scheme.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed classroom extension will be constructed of rendered masonry walls with aluminium powder-coated doors and windows, with a high-performance roof. Existing brick walls will be rendered to visually link the new and old together..
The entrance area will be created with masonry walls and a new metal-roofed canopy to provide a welcoming approach to the school.
The library will be constructed within an existing courtyard space in the centre of the school. A roof light will provide natural light and ventilation to this space.
ACCESSIBLE FACILITIES
The following accessible features are provided as part of the scheme:
· accessible wc/shower
· SEN/tutorial spaces on all floors
· level thresholds throughout
· improved accessibility from car parking area to school entrance, incorporating dropped kerbs
All unique facilities provided as part of this scheme are at ground floor level and are accessible to those with physical disabilities.
HEATING AND VENTILATION SYSTEMS
The existing heating and ventilation system is to be maintained and extended to serve the proposed classroom extension.
SPRINKLER SYSTEM
A Fire and Safety Risk Assessment in consultation with the Hampshire Fire and Rescue Service has been undertaken and concludes that this facility is of low risk to life and property. A sprinkler system is not therefore recommended.
HEALTH AND SAFETY
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteacher and Governors of the School as meeting the accommodation requirements of the School.
CAR PARKING
No additional car parking spaces are to be provided as part of this scheme.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
This scheme will provide four purpose-built classrooms, CDT room, food technology room, library, staff room extension, improved entrance and circulation areas, and facilitate the removal from site of temporary classroom accommodation.
