Whitchurch Library - Proposed Reinvestment Project

Summary

The following decisions are sought:

1.1

Approval be given in principle to the proposed reinvestment project to re-provide library facilities in Whitchurch, subject to:

(1) Approval by the Director of Property, Business and Regulatory of the detailed design and maintenance arrangements of the proposed library facilities to be constructed in the vicinity of Whitchurch Silk Mill

(2) The grant of planning consent for:

    (a) the new library and

    (b) the proposed housing development on the current site, and

(3) Upon completion of the new library facilities, the Bell Street site to be declared surplus to requirements.

1.2

Authority to be given for:

    (i) Recreation and Heritage to retain up to 100% of the capital receipt from the sale of the Bell Street site towards the cost of the proposed new library facilities with any deficit to be met from the Recreation and Heritage capital programme, and

    (ii) the Director of Property, Business and Regulatory (Head of Estates Practice) to:

    (a) settle terms for the acquisition of a long term interest for the new library facilities, and

    (b) market the existing library site in Bell Street for housing development and settle terms for its disposal.

Reason

2.1

This decision supports the following aim of the Corporate Strategy

Aim 5 - Improving services by creating a much enhanced library facility in Whitchurch, which will be integrated with other community facilities in the Town.
