ST JOHN THE BAPTIST SCOUT GROUP, SHEDFIELD
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
St John the Baptist Group is seeking financial assistance from the County Council to replace their scout headquarters at the Recreation Ground in Shedfield. The previous building was completely burnt down by arsonists.
Total cost of the project is approximately £120,000. Insurance money of £74,000, together with £5,000 from Winchester City Council, £2,500 from Shedfield Parish Council and their own funds of £9,885, leave them with an approximate shortfall of £28,700.

County Youth Officer: This request would not meet the requirements of youth service grants as they do not include capital projects. However, the Scout Group are rebuilding their hut to meet current requirements which would be used by a variety of groups within the community.

BISHOP'S WALTHAM IN BLOOM 2004
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
Bishops Waltham in Bloom 2004 (up until last year a sub-committee of the Parish Council) provides floral displays around the town. The displays consist of nearly 400 floral tubs and hanging baskets, many of which are sponsored by local companies and individuals. Total cost of the project is £14,000, which includes purchasing items, watering and management costs.
The Parish Council has contributed £2,000 towards this year's costs.

BORDON AND WHITEHILL TOWN FLOWERS
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
Bordon and Whitehill Town Flowers provide floral displays around the town during June and October at a cost of approximately £2,400 (30 baskets at £80 each). They are asking for a contribution towards this year's costs. Any monies raised over this amount will be held over to pay for next year's blooms.
These displays were formerly managed by the Town Council who this year have purchased 10 baskets.

Mr Robin Walton is producing a full colour booklet about Hayling Island. It will have 48 A5 colour pages, including a map and many photographs of the island. Quotes have been received for the work, which amounts to £3,000 for 3,000 copies.
The aim of the booklet is to make visitors aware of the Island's history and legends.

MILFORD ON SEA GUIDE HUT COMMITTEE
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
The Milford on Sea Guide Hut Committee is seeking financial assistance towards the cost of installing a disabled toilet within their premises. It is hoped that the work will be carried out during the summer holidays at a cost of £2,165.
Other organisations who use the building include; the Trefoil Guild, Arthritic Care, stamp club, Women's Institute, Royal British Legion and Brockenhurst College.
They have also approached New Forest District Council for grant aid.

ST MARTIN'S CHURCH, ELLISFIELD
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
St Martin's Church in Ellisfield (a Grade II* listed building) is seeking grant aid to help towards the cost of repairs to the building. The walls of the church need underpinning as a result of the hot weather encountered over the last few years, the work being overseen by Berkshire Archaeological Services. Total cost of the project is £23,000. All the necessary formalities and planning permissions for the works have been obtained from the relevant authorities.
They have raised £5,000 themselves and are planning other fundraising activities during the summer. The Church has also approached Basingstoke and Deane Borough Council (outcome awaited)

ST MARY'S CHURCH, CRAWLEY
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
St Mary's Church in Crawley (a 14th Century Grade II* listed building) wish to repair and re-hang five church bells within their building at a cost of £20,000.
They have raised £12,000 including a pledge of £500 from the parish council, £1,500 from the Manifold Trust and donations of £1,000. It is hoped that the Parochial Church Council will also make a contribution. Winchester City Council have been approached for grant aid but as yet a reply has not been received.
The Church are asking whether the County Council could match the contribution made by the Manifold Trust (£1,500).

Cowplain Women's Institute is seeking funds to install a disabled unisex toilet and loop and insulate ceilings within their building which was reconstructed in 1964. Total cost of project is £9,500.
The hall is used by a number of other organisations including Old Time Dancing, children's dance and drama groups and is used as a local blood donor venue.
They have so far raised £1,500 towards these costs and have more fundraising events planned.

ROMSEY BANDSTAND AND ENTERTAINMENT TRUST

Romsey Bandstand and Entertainment Trust was established in 2002 to provide entertainment to the general public in Romsey War Memorial Park between May and August.
The Trust is seeking a contribution towards the cost of their summer programme which includes paying for, advertising and transport for the bands they use. Each band approximately costs the Trust £250 and they have three bands remaining on their programme.
They have also approached Test Valley Borough Council and Romsey Town Council for grant aid.

Director of Recreation and Heritage: This is an amateur group and as such would not conform to Arts grants criteria. However, they appear to be a community organisation wanting to make better use of the park with its arts activities by using local voluntary bands. This programme would definitely improve the quality of life for the town and its residents and should therefore be supported with a £250 grant.

HAVANT COUNCIL OF COMMUNITY SERVICE
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
Since 1999, Havant Council of Community Service has operated a shopmobility scheme in the Havant and Chichester areas for about 300 members at a cost of £63,200 per year. This service provides electric scooters to all who have mobility difficulties, whether it be long or short term.
At present they have 62 scooters and due to the age of some of them and the regularity of their use, their working life is much shorter than it would be if privately owned. They are looking to replace ten of these scooters at a cost of £1,400 each.
Havant Borough Council and Chichester District Council both contribute towards the running costs of this scheme (£18,000 and £15,000 respectively) which includes wages, admin and rent.

Director of Environment: The County Council should not take on long-term core or revenue funding for Shopmobility schemes - this is considered more appropriate for District Councils and retail property management companies which stand to benefit directly from these schemes. However, where geographical or capacity gaps in provision are identified then it is recommended the County Council could offer assistance for capital, which could include helping with the start up costs for new schemes or capacity extensions at existing schemes. Therefore, I recommend a "one-off" grant of £5,000 be awarded towards this scheme suggest this organisation also approaches the Primary Care Trust for a financial contribution.

WINCHESTER AND DISTRICT SAVERS
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
A key part of Winchester and District Savers' (WADS) vision is to empower the community and involve local residents in running WADS through working partnerships with local housing associations and Citizens Advice Bureau. A local pledge drive for new recruits will offer people opportunities for development and transferable skills in money advice and financial literacy.
To meet the needs of the new credit union, an effective process of training needs and the provision of free, accessible training will be an initial priority, with any new members being trained by the more experienced volunteers.
They are seeking a grant of £6,070 to supplement their training programme running between October 2004 and September 2005. This cost includes publicity, promotion, cost of courses and employing training consultants.

SWANWICK, BURSLEDON AND WARSASH REGATTA COMMITTEE

Swanwick, Bursledon and Warsash Regatta Committee is in its 134th year and has evolved from mainly being for Hamble River waterman to being a community event for the three above-mentioned villages. The budget expenditure for the Regatta, which is held on 3 and 4 September, is approximately £10,500. Almost half of this is usually raised by donations.
This year, the Committee are asking the County Council for a contribution towards an expected budget deficit of £1,200.

Ringwood and District Community Association are seeking financial assistance towards the cost of replacing a semi-circular sash window at the rear of their premises. The woodwork is very rotten and needs to be replaced to preserve this grade II listed building.

Director of Recreation and Heritage: Maintaining the fabric of this community facility will ensure that the local community continues to access the services and facilities it needs. The requested amount represents one third of the total project cost and can be met from the Community Buildings Fund within the Recreation and Heritage Capital Programme for 2004/05.

WINCHESTER SEA CADETS
1 PURPOSES FOR WHICH FINANCIAL ASSISTANCE IS SOUGHT
Winchester Sea Cadets vacated its premises on the Peter Symonds College site in April of this year and now wishes to relocate to the Territorial Army Volunteer Reserve building in Newburgh Street in Winchester by renovating a disused garage within. Total cost of the project is £154,000
So far, the group has managed to raise £77,200 towards this amount, which means a shortfall of £76,800 still outstands.
The project builder expects to complete the ground floor for the sum of £87,000 which will allow them to effectively move in whilst they continue fundraising.
Winchester City Council are unable to contribute towards this project as the Cadets do not share their premises with other organisations. Sharing facilities is against the rules set by the Ministry of Defence.
