1.1 The following decisions are sought:

1.2 That grants be made to young people in Hampshire undertaking expeditions, overseas projects, personal development etc in the sums shown below:-

1.3 That grant requests may only be considered from young people in Hampshire aged 25 years and under.

Reason(s):

    To promote economic, social or environmental well-being within the Community. These grants would support Aim 1 of the Corporate Strategy by maximising life opportunities.

Personal Development Grants

1 Summary

1.1 Applications have been received from young people in Hampshire undertaking expeditions, overseas projects, personal development, etc. in accordance with the following details. These grants would support Aim 1 of the Corporate Strategy by maximising life opportunities.

1.2 Applicant A - Details on request

1.3 Ursula Holland, Brockenhurst

    Ursula (14) is taking part in a Camps International Expedition in Kenya between

    15 July and 11 August 2005. She will also provide support to communities in the area. Total cost of project is £2,800 and Ursula has already raised £470

    Recommendation: £500

1.4 Jane Haley, Botley

    Jane is 24 years old and is currently a student at Portsmouth University. She is also an assistant guider with the 1st Hedge End Guide Unit and has been selected for the 8th International Lower Austrian Scout Jamboree being held in August with around 3,000 participants. The cost of the trip is £550 and Jane also has to raise a further £200 for kit and uniform. Jane has already raised £260 towards her costs.

    Recommendation: £150

1.5 Marcus Payne, Hayling Island

    Marcus is 14 years old and attends The Hayling School. He has been chosen by The Youth Music Theatre:UK to become part of the Red Hunter Company. Rehearsals for this are being held for one week in October this year at Newcastle and Marcus needs to raise £590 to cover the projects costs, travel, accommodation, etc.

    In May last year, Marcus received a grant of £150 towards his participation in the National Youth Music Theatre's production of "Generator 6".

    Recommendation: £150

1.6 Christopher Hamman, Fleet

    Christopher is nineteen years old and studying geography at Oxford Brookes University. He has been chosen (at short notice as someone else dropped out) to take part in the Jubilee Sailing Trust's voyage from Norway to Germany between 9 and 16 August this year. Total cost: £900.

    Christopher has had little time to fundraise towards this expenditure and therefore, in these special circumstances it may be appropriate to award a grant of £900.

    Recommendation: £900

2 Review of criteria in awarding grants

2.1 It has been necessary to review the criteria when awarding grants to young people in

      Hampshire.

2.2 Historically, applications were considered from all young people in Hampshire.

However, in view of several recent and any future requests, it has been

      necessary to impose an age restriction and it is proposed to set an age limit of 25 years.

2.3 It is considered that anyone above that age will probably be in full-time employment

and able to raise the necessary monies that way.

RECOMMENDATIONS:

1. That grants be made in the sums shown above to young people in Hampshire.

2. That grant requests may only be considered from young people in Hampshire aged 25 years and under and the guidelines in awarding grants (see attachment to Item 1) be amended accordingly.
