Summary

1.1

This report brings the Committee up to date on the authorised and actual establishment, as of 31st July 2004. This takes account of any efficiency savings or deletions of posts, successful budget bids or variations within the Service's authorised establishment level since previous changes to establishment under delegated powers were reported to the Personnel Committee on 21st April 2004. This report identifies any further variations across all employee groups within the time period 1st April 2004 to 31st July 2004.

The authorised establishment level is defined as the level of establishment approved by the Fire and Rescue Authority

The actual establishment level over the year is influenced by the planned recruitment to vacancies, difficulties in recruitment and retention; retirements, terminations, resignations, long term absences due to sickness and injury.

Establishment Management

2.1

Establishment management continues to be an important aspect of our human resources strategy and workforce planning. It informs our longer term planning for recruitment, assessment and development centre activities, career development and accelerated promotion programmes. Performance management and personal development plans are also influenced by how we manage our establishment.

2.2

The duties and responsibilities of posts within the organisation continue to be reviewed against changing service delivery requirements aligned to the Service's Integrated Risk Management Plan (IRMP), new legislation and central government initiatives.

2.3

As we are about to commence job evaluation for Grey Book posts, it is good practice to maintain safeguards regarding our actual establishment figures to protect existing employees in the event of any changes to the current structure of Grey Book posts as aligned to our IRMP.

Authorised and Actual Establishment as at 31/07/04

3.1

The tables below reflect the authorised establishment figures as at 31 July 2004 in different employment groups. Externally funded posts are reflected separately where they exist and the actual establishment figures include these externally funded posts. Full time equivalent (fte) posts are indicated where appropriate.

21.7 fte vacancies

These are mainly within Station Administration following the admin review and re-organisation of support for stations as detailed in Bridging the Gap. These new posts are currently being recruited to in a staged process following the restructure to group management of the service to allow proper training and support to the new team members. Other vacancies include those arising from the recent restructure within the Human Resources function which are also being recruited to at this time, and various vacancies in other areas arising through retirements and leavers as normal.

These are contracts for retained services (similar to retained firefighters) to attend training and provide a response as and when required.

Financial Implications

The overspend on wholetime Grey Book personnel is being partly offset by vacancies in other areas. Further, the planned training course for September 2004 has been deferred until further notice whilst we remain over established. Our over establishment of four grey book posts assists in covering long-term absence and temporary promotion chains. We are aware that a number of people who might normally have retired at this time, are likely to remain in employment with the Service until at least July 2005 so they can take full advantage of the pension benefits which accrue after 1 year salary increase following the June 2003 Agreement.

The over establishment figure has been reduced by 14 Grey Book posts since the last report to the Personnel Committee on 21 April 2004. Through on-going careful establishment management, we expect the actual figures to be as close or closer to authorised establishment at the next report.

European Convention on Human Rights and the Human Rights Act 1998

The proposals within this report are compatible with the provisions of the European Convention on Human Rights and the Human Rights Act 1998 and considered in the light of the Race Relations (Amendment) Act 2000.
