Integrated Personal Development System (IPDS) - Members Working Group

Summary

1.1

This paper provides a summary of the work completed by the IPDS Members Working Group since its formation in 2002. The working group consists of 3 Members, the purpose of this group is to have a detailed knowledge and understanding of IPDS and its impact on the Service. These Members are then able to communicate and share this knowledge and understanding with their respective political groups to ensure all members are kept updated.

During the time of this group there have been two Member changes, the current members are Councillor Price (originally Councillor Barron), and Councillor Luffman. Councillor Semmens was the third member of the working group.

The introduction and development of IPDS within the Service has increased significantly during the last two years. The group has met on a quarterly basis with Jenny McNeill (HR) and SDO Bob Ratcliffe (Training) to discuss various aspects of IPDS. These meetings and visits have been very useful and productive in discussing and highlighting the implications and requirements of IPDS.

Current Situation

2.1

The Service now manages the introduction of IPDS jointly between the HR and Training functions. This work is co-ordinated using the PRINCE 2 project management methodology.

2.2

Whilst good progress is being made regarding the introduction and development of IPDS within the Service, there is still a considerable amount of work yet to be completed. This development work is increasingly recognised as an area for joint collaboration within the South East region.

2.3

Clearly as the implementation of IPDS is a fundamental element of the modernisation process, it is vital that all Members continue to be provided with updates and that a number of identified Members have a more detailed knowledge and understanding of IPDS.

European Convention on Human Rights and the Human Rights Act 1998

3.1

The proposals within this report are compatible with the provisions of the European Convention on Human Rights and the Human Rights Act 1998 and considered in the light of the Race Relations (Amendment) Act 2000.

Recommendations

That the Committee endorses the important role of the IPDS Members Working Group and its continued operation.

The Committee considers and confirms the appointment of 3 Members to the IPDS Working Group.
