1. Summary

1.1 The following decisions are sought:

(i) That £40,000 from the Consultancy budget be made available for the further development of the Land Management Information Service project, for the benefit of businesses managing land in Hampshire.

(ii) That the Chief Executive be authorised to commit Hampshire County Council to become a member of a not-for-profit limited company to progress the Land Management Information Service project, subject to the company's memorandum and articles of association being approved by the Head of Corporate and Legal Services, the business plan being approved by the County Treasurer and the project risks being considered by the corporate Risk Management Board.

2. Reason

2.1 This decision supports Aims 2 and 3 of the Corporate Strategy (stewardship of the environment and achieving economic prosperity) by supporting the development of an innovative information system which will increase the take-up of, and the public benefits derived from, Agri-Environment schemes and other funding opportunities. This will be of considerable benefit to land-based industry and other elements of the rural economy. It also supports Aim 4 (building strong and safe communities) by helping to create information links between land managers and their local communities; by informing and empowering land managers; and by supporting the delivery of local communities' ambitions and priorities on the ground.

3. Other Options Considered and Rejected

3.1 Not investing in the development of the LaMIS CD-Rom.

3.2 Not taking up membership in the not-for-profit limited company to be established to progress the project.
