1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for traffic management measures on the B3354 through Colden Common village, at an estimated cost of £200,000, be approved.

2. Reason

2.1 This decision supports Aim 4 of the Corporate Strategy (Building Strong and Safe Communities) by improving safety and accessibility for pedestrians and reducing traffic speeds. These improvements are to be achieved through the introduction of pedestrian refuges, visual narrowing of the carriageway and a lowering of the speed limit to 30 miles per hour (mph). This in turn may encourage more short journeys to be made on foot, reducing dependence on the motor car and making people feel safer within their own community.

3. Other Options Considered and Rejected

3.1 These proposals are considered to provide the best option to reduce traffic speeds and to provide safer crossing points for pedestrians.

3.2 The option of not having the proposed 30 mph speed limit, thereby reducing the extent of the speed reduction measures required, was considered. This option, though, was rejected on the grounds that there is considerable benefit to be gained from progressing the 30 mph speed limit with the scheme rather than waiting until completion.

3.3 The agreed 2004/05 Capital Programme allowance is £130,000. Approval is sought elsewhere on the agenda to increase the allocation to £200,000. The increase relates to the range of safety features which need to be included in the scheme in order to introduce the proposed 30 mph speed limit.
