1. Summary

1.1 The following decision is sought:

That the attached Project Appraisal for traffic management measures on Charlton Road, Foxcotte Road, Foxcotte Lane and Hatherden Road, Andover, at a cost of £464,000, be approved.

2. Reason

2.1 The scheme supports Aim 1 (Maximising life opportunities), Aim 2 (Stewardship of the environment) and Aim 4 (Building strong and safe communities) of the Corporate Strategy by improving road safety and assisting vulnerable road users, reducing the impact of traffic and vehicle speeds, and promoting alternative methods of transport.

3. Other Options Considered and Rejected

3.1 A number of traffic management options were considered for each section of the overall scheme. The proposed scheme resulted from consultation with the public, local interest groups and parish councils and an assessment of safety and technical issues and design criteria.

3.2 A number of formal and informal pedestrian crossing options were examined to provide a facility in the vicinity of the Andover War Memorial Hospital. Due to technical, safety and arboricultural reasons an informal crossing in the form of a central refuge is proposed as the only feasible option.
