1. Summary
1.1 The following decision is sought:
That approval be given for the Chief Executive to conclude an appropriate legal Agreement associated with a planning application to construct a new access from the A339 to serve an equestrian and exhibition centre (Ref BDB/54420) with Messrs R M Place and A A Cole and/or other relevant parties in relation to the construction, at no cost to the County Council, of the approved highway works at an estimated cost of £0.48 million.
2. Reason
2.1 This decision supports Aim 4 of the Corporate Strategy (Building Strong and Safe Communities) by maintaining a safe road network and reducing accident levels.
3. Other Options Considered and Rejected
3.1 The County Council could opt not to enter into a legal Agreement with Messrs Place and Cole. This option has been rejected as it would deprive the County Council of the opportunity of obtaining an appropriate junction to serve an extant planning permission for the erection of an equestrian and exhibition centre.
