STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

Park Road is a busy residential road in the heart of North Camp, Farnborough, with some 1,500 vehicles per hour using the road during peak hours. Currently it is used to a great extent by `rat-running' vehicles trying to avoid congestion on the primary routes in the area.

This high volume of traffic is of great concern in the area, due to it being residential and having four schools in the local vicinity, in particular those on Queens Road, and residents have petitioned for several years to get traffic calming measures implemented.

Recent monitoring at the site has shown that of three peak periods during the day, rat-runners accounted for 45% of vehicles between 7.30 am and 9.00 am, 36.5% of vehicles between 11.00 am and 2.00 pm, and 43% of vehicles between 4.30 pm and 6.30 pm.

The proposals, initially to be implemented as a two month trial scheme, are to make Park Road one-way (northbound) and to implement speed cushions and pedestrian crossing build-out points. These measures will serve to alleviate many of the issues, and will improve the area for both pedestrians and other vulnerable road users. Vehicular pollution levels should also be reduced as a result. The scheme will also increase on-road parking provision for residents in the area, so minimising the need to park on footways.

ROAD IMPROVEMENT PROPOSAL (Client Department)

National/County Network and Policies

The proposal is consistent with the County Council's North Hampshire Transport Strategy. It will provide safer facilities for pedestrians and cyclists and so assist reduction in reliance on the car.

Details of Scheme and Design Standards

The installation of 22 speed cushions and the advised pedestrian crossing points comply with the Department for Transport and Hampshire County Council standards and have been the subject of safety audits. A location plan is attached and a detailed scheme plan will be displayed at the meeting.

Environmental Impact

There are no adverse environmental impacts as a result of this proposal.

Land Requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory Procedures

Statutory Procedures have been advertised by Rushmoor Borough Council; no further notifications are required by Hampshire County Council.

Public Consultation

Public consultations took place on 10 May 2004, through public exhibition, and over 300 visitors attended, the majority of which supported the scheme. A total of 69% were in favour of the proposed one-way system, with 58% agreeing that traffic flow should be northwards; 75% agreed with the positioning of the pedestrian crossing build-out points; and 66% were in favour of implementing speed cushions.

Local Member's View

The local Member, Councillor Mrs Devereux, supports these proposals.

Equalities

The proposed crossing points incorporate tactile paving for the visually impaired, with flush kerbs at the crossing points for wheelchairs, prams and the less mobile.

Maintenance Implications

The scheme involves the use of speed cushions and additional signage which will need funding from the maintenance budget.

The revenue implications of this proposal will be taken into account in the setting of the annual budget.

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

Sustainability

The scheme will assist and encourage cycling and walking as environmentally sustainable forms of transport. It will also make use of non-illuminated signage and speed cushions which will conserve energy.
