Revised Response to South East England Regional Assembly - Regional Minerals Strategy

1. Summary

1.1 The following decisions are sought:

      (i) That, in light of the revised boundary to the New Forest National Park, the County Council seek to agree with the South East England Regional Assembly that the separate sub-regional apportionments for aggregates for the National Park and Hampshire be consolidated and make representations to the Examination in Public to be held in October 2004 accordingly.

      (ii) That, notwithstanding the above, the County Council maintain its objections to the Regional Strategy as set out in the Executive Member's decision of 11 May 2004.

      (iii) That Southampton City Council, Portsmouth City Council, the New Forest Committee, the South East England Development Agency, the South West Regional Assembly, Dorset County Council and Wiltshire County Council be informed of the County Council's response.

2. Reason

2.1 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the Environment) by seeking to reduce the amount of virgin land-won mineral resources to be identified for extraction in Hampshire, minimise the amount of waste created and increase the amount of recycled aggregate produced and used.

2.2 The revised boundary for the New Forest National Park leaves the primary gravel reserve and production sites outside the Park and, subject to the one remaining permitted resource being fully worked, there is no need for a separate aggregate apportionment.

3. Other Options Considered and Rejected

3.1 Not to offer comments to the South East England Regional Assembly.
