7. Introduction
7.1 Basingstoke and Deane Borough Council granted planning permission in 1985 for an equestrian and exhibition centre with 1,200 car parking spaces. The approved access was a simple `T' junction directly from the A339, then part of the trunk road network. This access was subsequently constructed.
7.2 In October 2002 a planning application (Ref BDB/54420) was submitted to Basingstoke and Deane Borough Council for the construction of a roundabout on the A339 to provide an access to serve the approved equestrian and exhibition centre. At that time the A339 was still part of the trunk road network and the Highways Agency was consulted as the highway authority. The Highways Agency agreed `in principle' that the proposal was acceptable. Basingstoke and Deane Borough Council resolved to grant planning permission, subject to the applicants entering into a Section 278 Agreement with the highway authority.
7.3 The A339 has now been de-trunked, that is it is no longer part of the trunk road network, and the County Council is the highway authority. The applicants have requested permission, by way of a Section 278 Agreement, to construct the proposed access.
7.4 In February 2004 the applicants submitted a further outline planning application for a mixed use development of 6,000 square metres of commercial development, a residential care home of a maximum 150 bedrooms and two dwellings on the site of the equestrian and exhibition centre. The planning authority has yet to determine this application.
8. Transport Proposals
8.1 The proposal is to construct a roundabout on A339 between Headley and Kingsclere to serve the development approved in 1985 for the construction of an equestrian and exhibition centre.
8.2 It is unlikely that the original access for the equestrian and exhibition centre would be adequate to cater for the traffic likely to be generated by the approved uses.
9. Financial Implications
9.1 In the event of the planning permission being implemented works totalling £0.48 million will be constructed.
