1. Summary

1.1 The following decision is sought:

    That partnership funding, set out in the table below and totalling £8,500 is distributed from the 2004/05 budget:

2. Reason

    These organisations are key partners and deliver sports development projects and activities in support of the County Council's `Strategy for Sport', the emerging Hampshire and Isle of Wight Sports Partnership strategy and the corporate strategy by maximising life opportunities (Aim 1).

1. Introduction

1.1 This report considers applications for financial assistance for 2004/05 from two organisations. It recommends the distribution of £8,500.

2. Background

2.1 Voluntary bodies and other organisations are invited to apply for annual partnership funding to assist them with their essential running costs. The support enables them to deliver sports development projects and activities in support of the County Council's "Strategy for Sport", the emerging Hampshire and Isle of Wight Sports Partnership Strategy and the corporate strategy.

3. Financial Implications

3.1 Partnership funding allocations totalling £150,656 were made on 13 May 2004 leaving £27,344 for allocation during the remainder of the financial year. If these applications are approved, £18,844 would remain available for allocation later in the year.

4. Legal Implications

4.1 The Council has wide powers under Section 19 Local Government (Miscellaneous Provisions) Act 1976 to provide recreational facilities and to contribute by way of grant or loans towards expenses incurred by voluntary bodies in providing such facilities.

5. Recommendation

    That partnership funding of £8,500 be allocated to Rushmoor Royals Swimming Club and Hampshire Squash Rackets Association in support of their applications.

Rushmoor Royals Swimming Club

Rushmoor Royals Swimming Club received partnership funding in May this year to get the recruitment of a new club coach underway. The stringent and intensive recruitment process has been completed and a new coach has been appointed to the position and will start work in September 2004.

As the Executive member was advised, this was the first outline application and a further application was anticipated in order to undertake phase 2 of the project.

Phase 2 is well underway with the completion of the appointment of the fully qualified coach to the club. The club coach will begin a review of the club structure and implement a programme that will enable the club to optimise the talent of its swimmers as well as provide an excellent learn to swim programme. The club has the potential to become one of the top performing clubs in the country, utilising the unique facilities of the 50m pool in Aldershot.

The project supports the corporate aim of maximising life opportunities and the sports development strategic aim of developing performance and excellence.

The local members, Cllrs. Kimber, Roberts, Baulk, Devereux and Sheehan have been consulted. Cllr Roberts supports the application.

Hampshire Squash Rackets Association

This is a new application from this Association. The Association intends to increase participation in squash amongst young people in each of the Districts of Hampshire. A series of school visits, taster days and a structured coaching programme will be provided culminating in the young people's participation in the Hampshire Youth Games. Post competition, the young people will be provided with the opportunity to carry on participating and a new school's league will be set up in each area to facilitate this.

Officers at the County Council will maintain close contact with the Hampshire SRA in order to help them achieve their targets.

As this is a countywide organisation, consultation took place with Cllr. Byrom who is the Recreation and Heritage spokesperson for sport.
