1. Summary
1.1 The following decision is sought: that funding totalling £4,200 and £1,000 for the following projects and two for one partnership funding respectively be approved in principle subject to the Director of Recreation and Heritage confirming availability of funding:

1. Introduction
1.1 This report presents details of applications received for project partnership funding from groups planning to organise arts projects for Hampshire residents.
1.2 A wide range of project proposals have been received for 2004/05. Publicity has sought to attract applications involving the priority art forms namely visual arts, crafts, literature and lens based media. The full list of applications received is attached in Appendix 2 supported by the budgets provided by each applicant with details of funding from other bodies where relevant. In each case the local member has been consulted and no specific issues have been raised.
1.3 The County Council continues to run the Two for One Award Scheme, a very successful initiative that fosters a positive relationship between business and the arts as well as making the grant funding stretch further. The scheme works by matching new sponsorships valued between £200 and £500 and provides a useful incentive to arts organisations to find more sponsors. This also encourages more local businesses to sponsor the arts in Hampshire. Applications for this scheme are detailed in Appendix 3.
2. Legal Implications
2.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expedient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the expenses of maintaining a band or orchestra, and towards the development and improvement of the knowledge, understanding and practice of the arts.

3.1 The base budget of £67,000 for 2004/05 is allocated as follows:

3.2 A financial summary is shown in Appendix 1. Prior to this meeting an overall sum of £1,850 is available for distribution. If the recommended offers of funding are made then the budget will be overspent by £3,350. This funding will be found from underspends or virements from other headings within the Recreation and Heritage Departmental budget.
4. Project Partnership Funding
4.1 The applications for the support of arts projects are listed in Appendix 2 and include specific requests for £11,625. Funding recommendations totalling £4,200 are proposed as set out in Appendix 2. The papers in the Appendix show details of all applications and they are prefixed with the letter A. Local Members have been consulted on these applications and any comments are included. The project's contribution to the County Council's Corporate Strategy has been highlighted in the details of Appendix 2.
5. Two For One Award Scheme
5.1 Applications for £1,000 have been received and the details of these are shown in
Appendix 3. These awards can be made retrospectively for arts events where an organisation has attracted first time sponsorship from a company. It is recommended that a full matching amount be allocated to the application due to the great success of this scheme in attracting other revenue funding for the arts.

Purpose For Which Assistance Is Sought
Basingstoke and Deane Borough Council are organising a drumming and dance project with around 100 able bodied and disabled people young people and adults. This will take place at Limington House School, The Vyne School, Queen Mary's College SEN section, Audley's Resource Service and Junction 6 Youth Arts Centre from 3 November 2004 to 13 July 2005. This will culminate in a performance in Eastrop Park, Basingstoke on 16 July 2005. This project will enable the participants to develop their physical ability and express themselves through movement and rhythm, raising self-esteem, confidence and developing an awareness of issues surrounding disability. The workshops will be run by local professional practitioners and the project will include an element of professional development through a mentoring scheme run in partnership with the
Hampshire Dance Trust.

Purpose For Which Assistance Is Sought
Trisha Bould and Belinda Mitchell will be exhibiting work developed during a two year residency at Osborne School (the special needs school which is the successor to Lankhills School) where they worked with the children, architects and builders to document the building process and to create a piece of work in the central atrium of the new building. The exhibition will take place at Winchester Gallery, Winchester School of Art campus between 30 September to 29 October and will include a reconstruction of the site office from Osborne School. They intend to run a series of workshops around the exhibition including a family drawing workshop to coincide with National Drawing Week and a video workshop with pupils from Osborne School. They are also working with Winchester Gallery and Osborne School to design family workshops appropriate to children with special educational needs to run during the exhibition and will also be providing specialised workshops for children from Shepards Down School. An evaluation of the project will also be produced as a guideline for others wishing to create similar projects.

The organisation will bring together eminent thinkers and artists to discuss, demonstrate and explore in performance based events the latest advances in scientific knowledge of how humour is expressed, how it evolved in human society and how it effects the human brain.

Additional Comments: The Festival of Art and the Mind commenced its work in Winchester in 2003 with a hugely successful weekend celebration and investigation of the issues of the subject. Encouraged by this success the organiser has developed the concept further and added this extra day into the calendar. He is also making arrangements for the second Festival for March 2005 and it is expected that an application will be made again to Hampshire County Council.
