1. Summary
The following Decision is sought:
That The Anvil be provided with £25,000 of Programme Partnership Funding towards the costs of their annual programme of music concerts subject to the Director of Recreation and Heritage confirming availability of funding.
2. Reason
The Anvil provides the population of the county with the chance to see an enormous range of music events which are not available in any other venue.
The work at The Anvil supports the Corporate Strategy elements of improving the quality of life for residents of the county, maximising life opportunities through its education work and building a strong community with a voluntary board running the facility.
3. Other options considered and rejected
Not funding the organisation.

1. Programme Partnership Funding
1.1 Hampshire County Council runs a scheme 'Programme Funding' to support those organisations which present annual arts programmes but are not suitable for annual revenue support where greater involvement with the company management is expected.
1.2 The Anvil presents a programme of music throughout the year with such highlights as Matthew Herbert Big Band, pop concerts, world music and amateur music shows. The wide range of music shows is not available anywhere else in the county though some might be promoted at the Guildhalls in Southampton or Portsmouth.
1.3 Organisations which present a programme of arts activities over the year and would therefore be eligible for funding for different aspects of their professional programme are invited to make an application for a Programme Partnership Funding award. Applicants are asked to apply annually in the New Year to avoid the necessity of requesting support for different events through the year. They are usually significant arts providers in the county though not on the general scale of those on the revenue list where the County Council imposes greater burdens of reporting and monitoring as well as seeing the support being of a long term nature appropriate for essential parts of the infrastructure of the arts in Hampshire..
2. Financial Implications
2.1 The funding for The Anvil is being found from within the Recreation and Heritage Department's Policy Fund.
3. Legal Implications
3.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expedient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the expenses of maintaining a band or orchestra and towards the development and improvement of the knowledge, understanding and practice of the arts.
4. The Views of the Local Members
4.1 All the local members who have responded, namely Councillors Shaw, Kelly, Allen, Chapman and Gurden, to a notice of intention to offer support to The Anvil have expressed their support for the recommendation.
5. Hampshire County Council's Corporate Strategy
5.1 The Anvil programme of music maximises life opportunities by offering all ages the chance to experience live performances of all types and will provide important memories for their lives.
Recommendation
That The Anvil be provided with £25,000 of programme partnership funding to assist towards the costs of the music programme.
