1. Summary

1.1 This report covers the main programmes of traffic management work in the New Forest area in 2004/05. These are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes, and capital funded rural traffic calming schemes promoted in partnership with Parish Councils.

2. Background

2.1 Under the revised agency arrangements for traffic management, New Forest District Council has taken direct responsibility for certain traffic management functions throughout the District area on behalf of the County Council. These new agency arrangements were explained in some detail in the traffic management report on 16 March 2003, and effectively began on 1 January 2003, although the legal agreement which allows the District to make TROs directly was not agreed and signed until 20 August 2003.

2.2 As part of the new agency arrangements, regular liaison meetings take place between officers of the County and District Councils to discuss proposed schemes and develop positive partnership arrangements.

3. Traffic Regulation Orders and Signing and Lining Schemes

3.1 The schemes included in the 2004/05 programme are shown in Appendix 1 and include schemes being progressed by the County Council, as well as the District Council. Schemes included in the list are, at this stage in the year, either operational or expected to be completed by the end of the financial year. Schemes still being processed can, however, be subject to delay, modification or deletion as consultations progress, or where the TRO advertising procedure gives rise to objections. Additional schemes which arise as a high priority may be added to the programme as necessary. However, this may delay the implementation of programmed schemes.

3.2 The second half of this year's programme includes initial work on preparing for decriminalised parking enforcement (DPE), ie the transfer of responsibility for the enforcement of on-street parking controls from the Police to District Councils. The firm target date for this is 1 January 2006. The process requires the verification of all parking TROs, including their signing and road markings. A number of areas have been identified where a significant number of separate/partly revoked TROs are currently in force and where bringing them together would greatly benefit later enforcement and in the resolution of adjudication disputes. In these areas consolidated TROs will be processed.

3.3 DPE will be given priority over other TRO work undertaken by the District Council in the remainder of this year and next year (2005/06). Schemes listed in the Appendix 1 current programme that have not yet been commenced are marked as `reserve scheme'. These will be progressed subject to the DPE workload, which at present cannot be precisely estimated.

4. Parish Partnership Programme

4.1 Further progress has been made on those schemes already identified in the Parish Partnership programme within the New Forest District area. Appendix 2 includes those schemes expected to be completed in 2004/05.
