Havant draft Community Strategy

1. Introduction

1.1 The Havant Local Strategic Partnership is currently consulting on its draft Community Strategy. The County Council is a member of the Partnership and is represented at Board level through the Executive Member for Community Development and Regeneration. The lead officer from the County Council is John Rees-Evans, Head of Economic Development.

1.2 The attached consultation document contains three over-arching themes:

    The economy, Social Inclusion and the Environment. Actions have been drafted for the development of the Partnership itself and under each of three priority themes. Lead partners have been identified for each action and draft targets have been developed.

1.3 In establishing the Area Committee pilots, the County Council is mindful of the need to:

    · Improve co-ordination of the wide range of local services delivered by
    the County Council

    · Increase local understanding of the range and significance of local
    service provision

    · Improve engagement of local communities in to ensure that local
    services are responsive to local need

1.4 In considering the pilot arrangements, the County Council agreed, as
key principles that the Area Committee should:

    · establish community expectations of the County Council in order to
    improve quality of life

    · establish how the community wishes to see local and County
    community strategies delivered

1.5 The Area Committee will therefore need to be aware of the developing community strategy for Havant and to engage with the local community on how the County Council, as a key service provider in the area, might contribute towards its delivery.

1.6 The Draft Strategy is also being brought to the attention of the Policy and Resources Scrutiny and Select Committee for its comments, as well as being circulated via the Corporate Community Strategy Group to Hampshire County Council departments for their comments.
