SECTOR POLICING
1. The Authority has welcomed a report from the Chief Constable on the principles of Sector Policing for the Constabulary.
2. Hampshire Constabulary's strategic aim is to achieve year on year improvements in service delivery with the intention of being the best performing Force. Priority will be given to:-
· Increasing public reassurance,
· making public places safer,
· detecting major crime,
· reducing road casualties,
· reducing the level of volume crime.
3. To make these strategic aims happen, 5 key aims have been identified and they are:-
· Working in partnership to improve community safety.
· Improving crime management.
· Making best use of resources.
· Transforming service delivery by taking full advantage of new technology.
· Working in partnership with other criminal justice system agencies.
4. To achieve the strategic aims Hampshire Constabulary will further evolve its model of Sector Policing which is responsive to the demands of the communities of Hampshire and the Isle of Wight.
5. A number of developments both within the Constabulary and nationally make the establishment of a corporate policing style for Hampshire desirable.
6. Discussion with Basic Command Units (BCUs), Commanders, and with a working group from BCUs, has identified a policing style which will fulfil the strategic aims, encourage accountability to local geographic communities, develop the performance culture of the Force and maximise its effective use of resources. Best practice has also been identified from other Forces with the results that BCU Commanders have reviewed 21 principles of Sector Policing agreed by the ACPO Group in April, 2004 and have provided the Assistant Chief Constable (Territorial Operations) with an assessment of actions needed to deliver the Sector Policing principles on their BCU. For some BCUs, Sector Policing is already their way of working, whilst others will need to evolve to fulfil the model.
7. The Authority has noted that analysis of the model will be carried out and be available in a year's time. Members were confident that the initiative would be welcomed by the Community as a dynamic and citizen focused approach which would deliver performance in reducing crime and the fear of crime.
