HARTLEY WINTNEY - HOUSEHOLD WASTE RECYCLING CENTRE
The Household Waste Recycling Centre (HWRC) at Hartley Wintney is a relatively small but busy facility with particularly heavy usage at weekends and during the summer months. During 2003/04 it received 6,518 tonnes of waste of which 43% was recycled. The site is situated around the Hart District Council Depot and has been located there since the mid 1980s. As it is a single-level HWRC, the site has to be temporarily closed for health and safety reasons whilst waste containers are exchanged by the service lorry which, at busy periods, can result in significant numbers of customers queuing to gain access into the site.
Hart District Council has informed the County Council that some surplus land adjacent to the HWRC is available to purchase and an assessment has been made. The acquisition of the land, which is defined as two areas, would allow for a number of improvements namely: additional recycling facilities for waste wood, the introduction of a variable spare bin bay, increased customer parking, and the widening of the site entrance to allow safer customer access into the site.
A Project Appraisal detailing the expansion of the existing facility was considered at a decision making meeting on 13 July 2004. Decisions to approve the expansion scheme and to make the necessary planning application to develop the land were made.
The cost of the scheme is estimated at £300,000 and is to be funded from an award of £1.25 million received from the Department for the Environment, Food and Rural Affairs (DEFRA) in December 2003 under the National Waste Management Recycling Fund specifically set up for funding HWRC redevelopment projects.
