THE FIRE AND RESCUE SERVICE NATIONAL FRAMEWORK 2004/05
1. The Fire and Rescue Service National Framework is a shared strategy between Government and fire and rescue authorities. Its main purpose is to create a fire and rescue service that saves more lives and reduces unnecessary injuries through a greater focus on more effective prevention and protection work. The strategy incorporates a number of targets and expectations which will undoubtedly be used to measure performance and improvement by fire and rescue authorities when Comprehensive Performance Assessment (CPA) is applied to them from January, 2005.
2. In response, the Authority has endorsed a series of actions by the Chief Officer with the intention of achieving the national expectations and targets and by including these in the Authority's own Integrated Risk Management Plan and functional business plans which make up the Corporate Plan. The Service's Corporate Management Team, (comprising leading members and senior officers) is to monitor progress against the required actions. Whilst no additional resources are needed at this stage current work schedules will need to be re-prioritised and resources redeployed so that appropriate actions can be incorporated when drafting next year's corporate plan, budget and supporting business plans.
3. Government intends to review the Framework annually with the 2005/06 National Framework due to be published in the Autumn.
