1. Summary
1.1 This report covers the main programmes of traffic management work completed and in progress in the Rushmoor area in 2004/05. Included are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes.
2. Background
2.1 The Agency Agreement is still being renegotiated with Rushmoor Borough Council. Following agreement, the Borough Council will be the first point of contact for traffic management issues, although the Borough Council has continued acting in this role under the previous agreement.
3. Traffic Regulation Orders and Signing and Lining Schemes
3.1 Traffic management issues are raised in a number of ways, including via local District or County Members or the public, or occasionally by the Police or other emergency services. These issues are prioritised and investigated, which may result in schemes being proposed for inclusion in the programme. The current list of schemes, separated into waiting restrictions, speed restrictions and traffic management schemes undertaken or to be completed in 2004/05 in the Rushmoor area, is shown in the attached appendix.
3.2 The programmes constantly evolve, with new schemes that may arise as a high priority being added to the list as necessary. At the same time, listed schemes may be modified or deleted as consultations progress, or where the TRO advertising procedure gives rise to objections.
