1. Summary
1.1 This report summarises major achievements through the Education capital programme in recent years and their contribution to raising standards in schools.
1.2 The projects discussed in this report support:
· Aim 1 of the Corporate Strategy (Maximising life opportunities) by proposing allocations of funding to improve the learning environments of Hampshire schools;
· Aim 2 of the Corporate Strategy (Stewardship of the Environment) by the provision of new buildings which are more energy efficient, reduce maintenance liabilities and in some cases focus particularly on the use of sustainable materials.
1.3 Race and equality impact assessment has been considered in the development of this report and no adverse impact has been identified.
1.4 The Head of Architecture will make a presentation featuring a number of projects mentioned in the report.
2. Background
2.1 The County Council has one of the largest local authority building programmes in the country. Investment in the built estate, particularly schools, has been at high levels for many years and has been significantly enhanced recently through the availability of New Deal for Schools funding. The County Council's commitment is reflected in the contributions made to capital expenditure, in particular from the re-use of capital receipts. Programmes to maintain and repair school buildings are managed and funded by Policy and Resources, while the Education capital programme funds expansion, surplus place removal and improvements. Schools' devolved capital is often integrated into funding strategies.
2.2 Appendix 1 lists those schools benefiting from capital investment over the past 6 years. This shows an investment in excess of £231m.
2.3 There is a close working relationship between the Education department and Property Services. This is apparent in the long-term planning of work, briefing and wide range of feasibility work as well as the project management and delivery of major, complex schemes. The aim always is to meet educational needs with architectural solutions.
2.4 Single projects and programmes of work are looked at in parallel to ensure that an holistic approach is taken to the best use of the County Council's resources from varying funding sources. Development plans are frequently prepared to show how future extension or re-organisation may fit with the current proposals to ensure that there is both flexibility and expansion capability where relevant. For some schemes, particularly secondary schools, development will take place over many years in numerous phases and it is essential to ensure that infrastructure, landscape, access for construction and future education provision are considered as part of the wider strategic responsibility of the Property and Education Departments.
3. Capital Strategy
3.1 The corporate capital strategy brings together the Council's key policies for managing all its capital assets, including land, buildings and roads, by:
· Focusing attention on the most effective and efficient use of the Council's capital assets;
· Linking directly to the key aims in the Council's Corporate Strategy and to the Community Strategy;
· Improving the management and use of capital assets alongside the Council's policy and service objectives;
· Providing the strategy for the preparation of the Council's corporate asset management plan (AMP) and capital programme, and for Best Value reviews.
3.2 The strategic approach adopted within the Education Service for capital investment and asset management are derived from the Council's Corporate Capital Strategy and its key aims are to:
· Contribute to raising educational standards, including new provision for early years education with private and voluntary sector partners;
· Optimise the use of capital and other financial resources;
· Reflect the current and anticipated future needs of the curriculum;
· Underpin the County Council's strategy for the maintenance, repair and improvement of school buildings;
· Address the capital funding implications of falling school rolls.
Funding sources for 2003/04
3.3 There are a number of funding sources that contribute to the overall capital programme budget such as:
· DfES credit approval gives the County Council permission to borrow to certain levels and this has implications for the County Council in that it has to finance the borrowing;
· DfES direct grant;
· Capital receipts accrued from the disposal of education sites and land;
· Contributions to capital from revenue;
· Other - could include NOF, other Borough Councils and other agencies.

4. The role of capital investment in supporting higher standards
4.1 Increases in capital investment in the last three years have allowed a wide range of significant improvements to be made to school buildings, thus enriching the educational environment for pupils, staff and the community. Since 2002/03 annual funding levels for the Education capital programme have been between £37m and £50m (£40m in the current year) and have covered:
· New primary schools and a replacement secondary school;
· Additional pupil places in primary and secondary schools;
· Improvements to the quality and suitability of school buildings;
· Provision of and improvements to specialist facilities, including music/drama/ ICT/science, food technology;
· Replacement of temporary accommodation;
· Early years provision;
· Improvements for children with special educational needs;
· Removal of surplus places, involving remodelling and improvement of existing school buildings;
· Improvements to staff accommodation;
· Schools' access and security improvements.
4.2 The scale of the programme and the resources involved in design and implementation of the projects are substantial. The impact on the built environment of schools and the opportunities to make significant improvements to schools have been great.
4.3 Funding has come from a variety of sources, and although DfES grants and credit approvals have provided the financial basis for the programmes, innovative approaches have been developed to bring together resources from a range of contributors. At the same time as core capital funding approvals from central government have increased, a number of parallel initiatives have opened up, including the National Lottery and the New Opportunities Fund. Substantial resources have been obtained from these sources. Initiatives to improve early years provision have also been exploited, as have partnerships with district councils, particularly for community provision. The County Council has continued to take opportunities to recycle capital receipts through the sale of land and other assets to invest in school buildings and schools' devolved resources and other funds are now playing a major role in the funding of projects.
4.4 The size and range of capital programmes have provided opportunities for innovative design and procurement. The total capital programme for building works in the County Council has seen very significant growth over the last five years. Some £120 million of building activity was contracted in the 2004-2005 financial year. Major projects like the Nursing Care in Social Services have contributed to this growth. The Education programme has also seen investment rising and has consistently been a very significant proportion of the work (see paragraph 4 above).
4.5 The Education Programme has not only grown in scale but has also increased in complexity. The range of projects now varies from a single new secondary school at one extreme to packages of minor works to improve Schools' Access and drain existing poor quality playing fields at the other. Currently, the contracting industry is under severe pressure and there are skills and resources shortages leading to inflation well above that of retail prices. In response to this local and regional demand and together with policy drives from central government, local government and other sources, the County Council has taken innovative steps to secure the required resources whilst still driving up quality and maintaining value for money. Best Value procurement now accounts for some 60% of contracts let and the majority of the larger projects over £1 million are now delivered through frameworks, partnering, term contracts and preferred contractors. The evidential basis for this is extremely persuasive with improvement demonstrated, over the last three to four years, in all of the following criteria:
· certainty of delivery on time;
· certainty of delivery on cost;
· Health & Safety;
· customer satisfaction;
· contractor performance;
· reduced claims and disputes;
· quality of the product;
All of the above have been delivered without additional cost to the County Council.
5. Key achievements through the Education capital programme
5.1 The following paragraphs highlight major achievements in a wide range of areas.
Providing new school places
5.2 Although the county-wide trend for school rolls is one of decline, there have been several areas of growth in recent years, particularly in the secondary sector.
5.3 Two new secondary school buildings have been financed almost completely from the County Council's own resources. The relocation of John Hanson Secondary School, Andover was paid for almost completely from the sale of the its former sites. John Hunt of Everest Community School, Basingstoke is being funded through the capital receipts from its current site and through the capital receipts from land in the area which is being developed for housing. The John Hunt project will provide state of the art facilities for the school and for the wider community and is being implemented in close co-operation with Basingstoke and Deane Borough Council.
5.4 Major new housing developments have generated the need for new primary schools. Most recently, new schools have been provided at Great Binfields, Basingstoke (a sustainability pilot project) and Elvetham Heath, Fleet and over the past three years, investment in new primary school places has been over £8.2m.
5.5 Expansion of secondary schools has been significant, with several projects using external funding, sometimes from private companies, to enhance and develop provision in tandem with the expansion of places. Notable examples are the Music Hall at Thornden Secondary School, Chandler's Ford and the Digital Arts Studio at Wildern Community School, Hedge End, where County Council investment has exceeded £12m over three years.
Improving facilities for the curriculum
5.6 Allocations through the New Deal for Schools Modernisation Fund (NDS) have enabled substantial programmes of general improvements to school buildings to be undertaken. Much of the funding has focused on improving specialist teaching provision, including science, music and drama, ICT, food technology and CDT.
Schools' Devolved Formula Capital
5.7 Since 2000/01 the government have made capital allocations to all schools to invest in the priorities coming from their Asset Management Plan both for condition and suitability, as well as their Education Development Plans. The five year total of this investment is in excess of £52m. Examples of the types of work undertaken by schools, using this funding, are repairs and maintenance; provision of specialist facilities e.g. ICT; and external play areas.
Primary schools
5.8 In primary schools, some £6.4m has been spent over the past three years to provide new facilities such as music and drama rooms, ICT suites and libraries in conjunction with the replacement of poor quality temporary classrooms. This has enabled the momentum established several years ago for these replacements to be continued. It has provided the opportunity for major investment, often in small schools, to provide permanent classrooms and new specialist facilities where needed. Examples of such investment are at Cherbourg Primary, Buriton Primary, Sherborne St John CE Primary and Cliddesden Primary.
5.9 Another major priority for NDS investment has been to build primary school halls and again, the opportunity has been taken to improve specialist facilities at the same time. Investment of over £3.7m has been made in these projects, at schools such as Chawton Primary, Cheriton Primary, Durley Primary, Steep Primary and Whitewater Primary. These initiatives have enabled schools to teach the full primary curriculum and to meet for whole school activities, including assemblies.
Secondary schools
5.10 In the secondary sector the focus has been on the upgrading of specialist facilities such as science, food technology and CDT, with 103 science laboratories having been upgraded or in the process of upgrading, at a cost of over £7m. Schools benefiting from this work include Cove, Farnborough; Fernhill, Farnborough; Neville Lovett Community, Fareham; Warblington, Havant and The Westgate, Winchester.
5.11 Substantial investment has been made by district councils in a number of secondary schools to enhance community facilities. Current projects include a sports hall improvements and a MUGA at Swanmore College of Technology (Winchester CC), sports development and a learner swimming pool at Wildern (Eastleigh BC) and facilities at Henry Cort Community College, Fareham. Investment of over £3m has been made in these three projects, including contributions from other sources, such as the Football Foundation.
Special Needs
5.12 Major projects have been undertaken to modernise and replace several special schools. Henry Tyndale School in Farnborough was substantially remodelled and extended following a review of special needs provision in north-east Hampshire and provides places for pupils aged between two and nineteen with learning difficulties. A further review of special needs provision in Winchester and Eastleigh resulted in a major extension to Shepherd's Down School Winchester, to provide for primary age children with learning difficulties and the reconstruction of Lankhills School, Winchester (now Osborne School) for pupils aged 11-19 with learning difficulties. Early years provision for children with special needs at The Lanterns Early Excellence Centre, Winchester and at Nightingale Primary School Eastleigh is currently under construction. The cost of the Winchester/Eastleigh projects is some £10m.
5.13 In parallel with major work to improve special schools, resourced provision for children with a range of specific difficulties has been provided in mainstream schools. Examples are Vigo Infant and Junior, Andover (language impairment); The Westgate, Winchester (hearing impairment); Robert May's, Odiham and The Romsey (Asperger's Syndrome). The cost of this provision has been just under £1m
New Opportunities Fund sports facilities
5.14 A grant of £6.6m from the New Opportunities Fund has, with supplementary funding from the County Council, schools and other organisations, provided an investment programme of over £8.3m, to provide four new school sports halls, three multi-use games area and major investment in two outdoor centres, including a special sustainability scheme at Minstead.
National Lottery projects
5.15 National Lottery funding has contributed to projects at several schools, focussed on specialist sporting activities. Over £9m has been obtained through the National Lottery over x years and has contributed to schemes such as the Badminton Centre at Westgate, Winchester, the specialist gymnastics hall at Hamble Community Sports College and extension of the leisure centre at Priestlands School, Lymington.
Investment arising from falling school rolls
5.16 With the continuing decline of primary school rolls, opportunities to invest in modernised buildings and new facilities are increasing. Much of the cost will be met from capital receipts from the sale of land, supplemented by resources from NDS. Projects arising from the closure and amalgamation of schools in Sharps Copse, Havant and north Farnborough (Cherrywood Primary School) are completed. Those in south-west Basingstoke (Chalk Ridge Primary, Manor Fields Infant and Junior and St Mark's C of E Aided) are currently in construction. The amalgamation of former infant and junior schools at Sharps Copse, Havant provided an opportunity for extension and substantial refurbishment to form the primary school and use of the former infant building, initially as an early years centre and subsequently as a Children's Centre.
5.17 Recent projects arising from the review of primary school provision in east New Forest have provided opportunities for new early years facilities and special needs provision. Substantial investment is also being undertaken to provide a primary school and early years facilities in the former Worting Junior School building, Basingstoke.
Early years projects
5.18 NDS funding and resources from specific Government initiatives and County Council programmes have enabled a number of valuable projects for early years facilities to be built. A Surestart Centre has been established at Warren Park Primary School, Havant, with funding from a wide range of sources and The Lanterns Early Excellence Centre is currently under construction in Winchester, funded principally from Government grant and land sales.
Schools Access Initiative and workplace improvements
5.19 Government funding under the Schools Access Initiative has been available for several years and totals £7.7m since 2002/03. It is available to carry out building improvements in mainstream schools to provide for pupils with disabilities. Projects cover building adaptations in the four secondary schools resourced for children with physical disabilities and in feeder primaries and measures to improve accessibility for individual pupils attending mainstream schools; these cover both building work and the supply of specialist equipment. Major projects have been carried out at Noadswood, Dibden Purlieu; Brookfield Community and Language College, Sarisbury; as well as contributing to the new Great Binfields Primary School for pupils with visual impairment.
5.20 Over the past two years, grant has been available to improve staff facilities in schools and a large number of projects have been carried out, often as part of wider schemes. these include extension of staff rooms, provision of preparation areas and improvements to office spaces. Some £700,000 has been spent to date.
Seed Challenge
5.21 The Government's Seed Challenge scheme began in 2000/01 and offered schools the opportunity to match fund government grant to carry out capital projects. 100 schools benefited from grant of more than £5m over the five years of the scheme, which finishes in 2004/05. Seed Challenge investment has in the main funded curriculum linked improvements, many of which could not have been funded from other sources. Available resources have been significantly over-subscribed, reflecting partly the popularity of the scheme and also relaxations by Government of the funding arrangements in later years. Although most schemes are fairly small scale, a major extension and refurbishment project at Cliddesden Primary School, costing around £,300,000 and a new Music/Drama building at Petersfield Secondary School were part-funded through Seed Challenge.
Landlord Improvements
5.22 Although not funded by the Education programme, there has been substantially increased investment into school sites by Policy and Resources. The injection of additional capital through the NDS allocation has enabled the County Council to accelerate and bring forward planned maintenance work such as:
· wholesale recladding of SCOLA Mark I buildings;
· replacement of windows;
· flat roof replacements;
· external decoration cycles;
· Boiler and heating system removals
· improvement to fire safety, including new alarm systems, compartmentation and fire escapes;
· replacement of electrical lighting and power systems.
5.23 All of the above have a major impact on the environment of the school building stock by eliminating leaks, improving thermal comfort, providing modern standards of artificial lighting and fire safety, to name but a few. Although not a direct education provision, these improve the environment for staff and pupils alike and allow them to concentrate on learning in comfortable and healthy surroundings.
Capital maintenance
5.24 The budget is the responsibility of the Executive Member for Policy and Resources. This is an example of integrated working to take advantage of the County Council's scale and expertise. High quality maintenance is an important contribution to good educational standards. Re-roofing is a good example: without that, lessons could be seriously disrupted. Linking maintenance work with new developments makes good use of time and opportunities.
5.25 From 2002 to 2005, Policy and Resources investment in school buildings maintenance and repair has been in the region of £35 million. A substantial proportion of this funding has been allocated directly from the DfES, through the New Deal for Schools Condition strategy. This, together with other Landlord capital and revenue funding, has meant an acceleration in dealing with the maintenance backlog at the County Council's schools.
6. Future Capital Funding
Targeted Capital Fund
6.1 Targeted Capital Fund (TCF) initiative was introduced in 2001/02. Each year LEAs have been invited to make a bids for capital support up to £5m per project. In 2001/02 Hampshire was successful and was allocated £805,000 to implement the re-organisation of Sharps Copse Infant and Junior Schools into Sharps Copse Primary. The bids for 2002/03 were unsuccessful however, in 2003/04 the bid for £5m to support the implementation of the East Hampshire Special Needs Review was approved and the funding allocated.
6.2 However, the bids for 2004/05 were unsuccessful and the future of TCF and how resources will be allocated is under review by the DfES.
Building Schools for the Future
6.3 The government's Buildings Schools for the Future (BSF) strategy is to invest significant capital funding in secondary whole school replacement as well as remodelling and refurbishment. An important underlying element in the BSF strategy is that it incorporates a range of non-building related issues in the prioritisation process such as the relative educational and social need, as measured by pupils' GCSE attainment and eligibility for free school meals. These criteria mean that LEAs with high achieving pupils and relatively low numbers of free school meals feature very low in the ranking order.
6.4 However, given the scale and comprehensive nature of investment available under BSF, last December Hampshire submitted "expressions of interest" that contained packages of projects that addressed the following issues:
· Opportunities to raise levels of attainment and address changing curriculum needs e.g. through the provision and updating of specialist teaching accommodation;
· The 14-19 Agenda and the relationship with further education provision;
· The provision of an appropriate number of secondary school places to meet future needs (particularly in the context of future falling rolls);
· Major repairs and maintenance
· Community needs and the Extended Schools agenda
6.5 The DfES made some allocations to those LEAs where projects were far enough advanced to enable a start in 2005/06 and these were known as Wave 1 or Pathfinders for BSF. It is anticipated that the DfES will make announcements concerning Wave 2 i.e. 2006/07 for capital support, and beyond, at the end of October/beginning of November 2004. There has also been an indication that all LEAs will receive an allocation within the first five years.
6.6 It should be noted that, a lthough substantial capital resources will continue to be available from central Government in the coming years, there are also major uncertainties. Targeted Capital Fund and its future is under review and Building Schools for the Future will, in the short-term mean reductions of some £10m p.a. in the County Council's capital allocations, with no firm assurance of when large-scale investment will be available.
7. Conclusions
7.1 There has been a major increase in investment in education buildings in recent years and the County Council has been well placed, because of its scale and available professional resources, to maximise the amount of external funding available. Reinvesting County Council assets and working with a range of funding partners have secured further valuable investment. Projects have been geared to comprehensive repair programmes and improvements linked directly to modernising curriculum facilities and supporting schools in raising standards.
