1. Summary
1.1 The following decisions are sought:
(i) That the proposed traffic signal pedestrian and cycle facilities at the existing Templars Way and Castle Lane junction in Chandlers Ford, at an estimated cost of £100,000, be approved.
(ii) That, under the powers contained in Section 65 of the Highways Act 1980, the sections of footway identified in Castle Lane (north side), Knightwood Road (both sides) and Raglan Close (west side) as `shared use' be converted to cycle tracks to permit use by cyclists and pedestrians.
2. Reason
2.1 This decision supports Aim 2 of the Corporate Strategy (Stewardship of the Environment) by making walking and cycling more attractive and helping meet the County Council's objective of offering travel choice.
3. Other Options Considered and Rejected
3.1 It would be possible to leave the junction as it currently is, requiring pedestrians and cyclists to continue to cross through gaps in the traffic as they presently do. This option is not recommended as it would not meet the aspirations for cycle facilities in the area and would make no provision for pedestrians.
3.2 It would be possible to provide only new Toucan crossings across Raglan Close and the western side of Templars Way to connect the cycle route, and not provide new Puffin crossings across Castle Lane and the eastern side of Templars Way. This option is not recommended. While it would meet the aspirations for cycle provision, it would provide only limited pedestrian facilities.
