Summary |

Droxford Junior School is a thriving 160-place school on the outskirts of the village. It is situated outside Droxford Village's Conservation Area. The facilities currently provide six KS2 classrooms, a combined space for the library/ICT suite (at first floor level), a hall, kitchen and staff/administration facilities. The existing hall is significantly undersized at 70m². The kitchen is in a detached building, in poor condition, and provides approximately 140 meals daily both for Droxford Junior and two local Infant Schools. |

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in Education's Capital Programme in the appropriate financial year.

There are no landlord funded works associated with this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,729/m2 (excluding abnormals of £407 per m2 as detailed below)
- Gross Cost of new-build = £2,579/m2 (inclusive of temporary kitchen/alteration works)
Abnormals
The specialist nature of the new accommodation, planning requirements and specific site conditions are contributing to a number of abnormal costs as follows:
· Unusually, the project requires a replacement kitchen. This is a highly-serviced space with complex M&E requirements, including a specialist fit-out with new kitchen equipment and extract canopy.
· The school hall is further specialist accommodation, which requires a tall, large volume space, including specialist sports equipment.
· Planning conditions require the new extension to match the existing buildings in terms of steep pitched plain tiled roofs.
· There are additional substructure costs because the building is on a sloping site and the extension is being cut into the ground to reduce the impact of the height of the hall. This requires a cut and fill exercise, together with a retaining structure and tanking to waterproof.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £995 per annum, £4.30 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The new accommodation and reorganisation of existing facilities provided by this scheme will ensure that the school can continue to deliver education of the highest quality.
The provision of a new school hall will allow for the delivery of a fuller curriculum, especially in the areas of physical education and performing arts. It will also allow the school to develop its community use and go some way to supporting the Extended Schools agenda.
Reorganisation of the school's administration area and headteacher's office will provide much-needed additional work space and storage space and provide a much-improved working atmosphere.
Provision of new catering facilities will not only benefit this school, but also the two other local schools who will be receiving their meals from this new production unit.
The above works will also allow for the demolition of the old kitchen block and the removal of a temporary classroom, this will allow for the construction of a new play area and enhanced external environment.
3. DETAILS OF SITE
LOCATION
Droxford Junior School is located at Union Lane, Droxford, Hampshire.
ADJOINING LAND AND BUILDINGS
The school lies on the outskirts of Droxford Village, outside of the Conservation Area.
The site is bounded to the east by a horticultural nursery, beyond this and to the north by housing and to the south and west by open space.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 2 acres (0.81 hectares). The DfES guideline for a school of this size is 1.97 acres (0.8 hectares).
PLANNING POSITION
A detailed planning application was submitted to the Director of Environment during July 2004.
SUITABILITY FOR PROJECT
This scheme has been agreed by the County Education Officer, Headteacher and Governors of the School as being the most appropriate way of providing improved facilities to meet current standards.
RESULTS OF TRIAL BORE HOLES
Conditions encountered comprised Made Ground to depths of between 0.5-0.6m, overlying structured chalk with a recommended allowable bearing capacity of 240kN/m² at 1.1-1.6mbgl. Preliminary investigations indicate the use of conventional pad foundations.
ACCESS
Vehicular and pedestrian access to the school is from Union Lane. There is a second vehicular access to the northwest of the site which will be used by the contractor for the duration of the works.
COMMENTS ON SITE LAYOUT
The main school site is rectangular in shape with the school buildings located to the north. The school playing field lies diagonally to the northwest of the school.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The proposed new hall will form the fourth side of an established grassed space, forming a courtyard area. A replacement playground area will be provided in the location of the existing temporary classroom, which is to be removed as part of this scheme. The existing adventure playground will also be relocated in this area, thus allowing vehicular access to the kitchen.
New shrub and tree planting will replace existing small trees where they are removed and will enhance the setting of the new building and courtyard space.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to provide a new hall and kitchen and to convert the present hall, combined with some existing generous circulation space, to provide a classroom and library.
The proposed new accommodation will be linked to the existing buildings via the administration suite. Finished floor level will be at the level of the majority of the existing ground floor accommodation. External doors will provide level access from other areas. The link will also provide a new office for the Headteacher.

PLACES PROVIDED
This scheme will provide 22 places in permanent accommodation.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school building, of traditional design, was constructed in 1929. A classroom extension was added in 2002. The existing kitchen, which is in poor condition, is to be demolished to make way for the new buildings.
TEMPORARY BUILDINGS
There is currently one temporary building on site which will be removed on completion of the proposed scheme.
The existing kitchen will be demolished at the start of construction works and it will therefore be necessary to provide a temporary kitchen for the duration of the scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
This scheme provides an integral purpose-built kitchen to replace the existing detached kitchen, which is in poor condition. The existing school hall is undersized and will be converted to provide a permanent classroom/library space. The new hall and kitchen will be linked to the existing school buildings via the administration area and will be accessible from the main school entrance.
This scheme will rationalise the existing school buildings, providing accommodation that will significantly improve education provision.
The new buildings have been designed to complement the existing school, using brickwork walls and plain tiled roofs.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new buildings will be constructed of facing brickwork, with plain tiled roofs. Windows and doors will be of painted timber construction.
ACCESSIBLE FACILITIES
The proposed new hall will have level access from two external doors.
HEATING AND VENTILATION SYSTEMS
Hall
The new hall will have an independent condensing boiler to supply an underfloor heating system which will be laid below the sprung timber floor. Ventilation will be by natural means using opening doors and windows.
Kitchen
The new kitchen will have independent heating, hot and cold water and a mechanical ventilation system, with ventilation plant located within the roof void. Gas will be provided by LPG using a below-ground bulk storage vessel to avoid an intrusive impact on this sensitive site.
Existing School
The existing heating will be modified and extended to suit the new room layout. The existing radiators will have low-surface temperature covers installed.
SPRINKLER SYSTEM
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
HEALTH AND SAFETY
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
The proposals outlined in this project appraisal are considered to be the most appropriate in providing a purpose-built hall, kitchen, permanent classroom and library spaces to meet current standards.

CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Environment Department, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
This scheme will provide a purpose-built hall and kitchen that meet current standards. It will also provide permanent classroom and library spaces, facilitating the removal from site of existing temporary accommodation.

7. FURNITURE AND EQUIPMENT

8. STAFFING
It is not envisaged that this scheme will affect the current staffing structure at the school. Should the school alter its staffing structure upon the scheme's completion, any additional costs incurred will be met by the school from its own resources.
