1. Summary

1.1 This report brings Members up-to-date on progress made and new issues arising since the last report to this Panel in March 2004.

2. Decriminalisation of On-Street Parking Enforcement

2.1 All Traffic Regulation Orders (TROs) relating to waiting restrictions within the Borough have been checked and the Under Secretary of State for Transport has confirmed that he has signed the order necessary for this Borough to assume responsibility for decriminalised parking enforcement, which will come into force on 1 October 2004. In the two-week period prior to the October start the enforcement team will be issuing notices that advise motorists contravening any waiting restrictions of the new arrangements.

3. New Restricted Parking Zones

3.1 The new housing development on the Causton Printing site has a limited provision for public parking, in line with current planning standards. In order to restrict parking within the development, the Eastleigh Local Area Committee approved a Restricted Parking Zone in July 2004. Waiting will not be permitted at any time except in designated areas, where two-hour parking will be permitted from 8.00 am to 8.00 pm, Monday to Saturday (no return within the same day). The necessary signs and Order will be completed in December.

3.2 Progress on introducing a similar Restricted Zone on the Pirelli site has been postponed whilst the development continues to be built. Work on the parking management scheme should be resumed in the autumn.

3.3 The use of Restricted Parking Zones in other parts of the town, such as Leigh Road, is also being investigated as an alternative to the intrusive use of yellow lines in environmentally sensitive areas.

4. New Controlled Parking Zones

4.1 In order to prevent the surrounding residential areas from receiving a significant increase in parked vehicles from both these new developments, proposals for three new Controlled Parking Zones (Residents' Parking) were considered by the Eastleigh Local Area Committee (ELAC) in July 2004 with the following outcome:

      (i) Kipling Road/Brookwood Avenue area: A new controlled parking zone was approved at the ELAC meeting on 28 September for the Brookwood Avenue area, to exclude Kipling Road.

      (ii) Locksley Road area - approved with the exception of Derby Road (between Burns Road and Passfield Avenue), Locksley Road, Burns Close and Burns Road. Members also requested that consultants carry out a study of parking problems in the Monks Way, Locksley Road, Burns Road and Burns Close area.

      (iii) Chadwick Road area - approved with an amendment in Spencer Road (subject to re-advertisement).

5. Change in Hours of Existing Controlled Parking Zones

5.1 Proposals to extend the hours of operation in the existing Controlled Parking Zones (Residents' Parking) from 8.00 am to 6.00pm to 8.00 am to 8. 00 pm from Monday to Saturday were approved by the Eastleigh Local Area Committee in June 2004 and are now in operation.

6. Traffic Studies and Traffic Regulation Orders Work Programme

6.1 The current list of outstanding Traffic Studies and TROs is attached as an appendix. Progress on much of this work has been delayed due to staff shortages and the heavy commitment to decriminalisation and residents' parking over the past six months.
