The continued development of the Hampshire Compact as a framework for developing the partnership with voluntary and community organisations will provide the main focus for addressing this relationship. Our already well developed consultation processes will also help to feed into the service delivery decisions needed in relation to voluntary groups. |

The Compact Development Group meets regularly and there is an annual meeting for all voluntary and community organisations. In 2004/5 the Compact Development Group is concentrating on the development of `One Compact for Hampshire' to reflect the changes in the relationship with all public bodies. |

This is the responsibility of the Compact Development Group through the Compact work programme for 2002/03 - a joint working group formed to take the compact forward. A sub group has been formed and work has already started to develop performance measurement mechanisms which will in turn inform the setting of targets for the Compact |

The Compact Development Group work programme for 2004/05 includes a review of the Funding Code of Practice to reflect changes in Government policy and the progress with the best value review. It is anticipated that this will include setting of targets. |
Relating these objectives and targets to the Corporate Strategy |
The Compact is already referred to in the Corporate Strategy. The Corporate Strategy is a dynamic document which is reviewed on an annual basis. The next review will take place during autumn 03 and fit in with the Compact annual review. |

Identifying where the strategic leadership should be within the Council |
Strategic leadership has already been identified through chairmanship (jointly with C Perry of Age Concern) of the CDG by Cllr M Woodhall, Deputy Leader, supported by Cllr P Banks. Additionally, officer support and management of the Compact process has been through the Chief Executive's Policy Unit. The best value review outcome report also proposes that a management line be created within the Chief Executives Policy Unit for driving the improvement plan forward.

Publicising its approach |
In overall terms this will be done through the Compact and is specifically identified in the proposed work programme for 2002/03 which will be agreed at the annual meeting in November. Additionally, the best value review improvement plan identifies access and information as a key task. |
