    Ensure the planning and delivery of all the Council's services reflect the corporate aim for achieving economic prosperity in Hampshire

    The Corporate Performance Steering Group (CPSG) is working with the District Auditor to develop service planning across the authority. The improved process is aimed at ensuring that Heads of Service make explicit links between their service objectives and all the Corporate Strategy aims.

    Service planning 2004/5 has been rolled out across all the departments and links have been made between the service plans and the Corporate Strategy aims. The timing of the service planning now aligns with the budget. The monitoring of these plans with budget will be reported at half year in October and for April/May 2005 for the full year.

    In addition, as outlined in the Outcomes Report, we will be publishing a Business Plan which will elaborate on the County Council's commitment to economic prosperity across all services. This Plan will be reviewed and outcomes monitored.

    The Business Plan has been delayed due to a lack of resources needed to complete this work. The revised completion date will now be Summer 2005.

    Consult at an early stage with individual departments, partners and stakeholders on the Council's plans for improving the service to ensure it reflects their priorities

    Consultation is ongoing, with survey material being sent out at regular intervals by Corporate Communications Team. (MORI polls, Business/Citizen's Panels).

    The EDO also consults regularly with all relevant parties via feedback material and will continue to do so.

    Continues. The market research website indicates the programme of consultation and provides summary results.

    Re-examine whether some of the Council's plans for improving the services could be better delivered in partnership with others;

    The Council will be exploring mechanisms to ensure that the improvement plan continues to be driven in a cross-organisational way. Identification of a corporate champion or network group will provide the opportunity for continuing dialogue.

    As well as the work undertaken within this review, the Council has recently undertaken an audit of partnerships - how we could improve on existing partnerships, where our contribution to partnerships should be reduced and where there is a need for increased partnership-working. The results of these should guide future policy and planning in the relevant services.

    The Economy Working Group drives the improvement plan and acts as a corporate network for this the Corporate Strategy aim of `economic prosperity'. The Group is delivering on the Improvement Plan and gas achieved a number of objective actions already, whilst others are more long-term in focus.

    Check trends in the local economy so that services can adapt and focus their efforts on the areas of greatest need

    Research is currently undertaken by Planning Department on an annual basis and fed through to all departments in the County Council to be built into their service planning (cf. `A Profile of Hampshire').

    An initiative to develop a corporate research forum, to ensure accurate collection and dissemination of this information is being led by the Policy Unit.

    Measure the contribution individual services make to economic prosperity so that the Council's overall impact on the local economy can be monitored and coordinated to the maximum affect

    A basket of the relevant performance indicators, published in the Corporate Strategy, will be monitored and reported on alongside the ongoing review of the economic strategy.

    This will occur naturally as part of the Corporate Strategy monitoring and review exercise. The Economic Strategy will be published (in the form of the Business Plan) in Summer 2005.

    Set performance indicators and targets that show local people whether the Council is meeting its objectives for economic prosperity

    A basket of the relevant performance indicators, drawn from the Corporate Strategy and more detailed measures produced by the Research and Information Group within Planning will be monitored.

    Prepare a procurement strategy which sets out the Council's preferences for purchasing goods and services in the light of its aim to promote economic prosperity.

    The Corporate Management Team (CMT) are considering the approach and timetable for developing a procurement strategy which develops existing policy documents to take account of recent government guidance.

    The new Corporate Procurement Network will be instrumental in developing the procurement strategy and the Head of Economic Development will be seeking to represent local economic prosperity objectives to that group, so they can be considered alongside other strategic procurement and statutory factors.
