AT A MEETING of the HART HIGHWAY AND TRANSPORT ADVISORY PANEL held at Hart District Council, Fleet on 25 October 2004.

57 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed. Any declaration to be made at the time of the debate. There were no declarations of interest.

The Minutes of the meeting held on 5 March 2004 were agreed as a correct record and signed by the Chairman.

61 UPDATE ON DEVELOPMENT CONTROL AND VARIOUS AGENCY ARRANGEMENTS

The Panel considered the report of the Director of Environment (Item 5 in the Minute Book) updating on Development Control Services; Traffic Management Services; Grass and Shrub Maintenance and Agreements and Design and Implementation Agreements.

The District Council indicated that it would be prepared to continue to provide highway consultations on planning applications with slightly increased responsibilities.

Mrs Leversha sought information on the cost of providing planning advice to Hart District Council and the cost to the County Council of grass cutting and management fees. The figures, as requested, are set out below:-

- Planning Advice : 1-9 fulltime equivalent staff at a cost of £93,500.

- Grass Cutting : Works plus management cost £68,700.

Negotiations were in progress concerning Traffic Management Services and were expected to be finalised by the New Year. The District Council had indicated that they did not wish to confirm with the Agency Agreement on Design and Implementation, but would continue with urban grass and shrub maintenance.

62 PROGRESS UPDATE ON SCHEMES IN THE CAPITAL PROGRAMME

The Panel considered the report of the Director of Environment (Item 6 in the Minute Book) on progress on Schemes in the Capital Programme.

Details of the consultation results on the Elvetham Road, Fleet, Traffic Calming Review Phase III were reported. An additional option had been added from resident's responses. The options were:-

      (i) Add speed cushions to the traffic calming;

      (ii) Retain the existing traffic calming with no significant charges;

      (iii) Remove all calming measures; or

      (iv) Removal of build-ups and the addition of speed cushions.

      The survey of 187 households around Elvetham Road had revealed the following broad views:-

      · Removal of traffic calming measures - 84%

      · Replacement with other measures - 77%

    After a full discussion, it was agreed that a further meeting to involve the
    Executive Member for Spatial Strategy would be arranged to discuss what measures, if any, would replace the current layout in Elvetham Road.


    RESOLVED:

    (1) That progress with schemes in the Transport Capital programme and support for the schemes approved in the Capital Transport for 2004/05 be noted; and

    (2) The current traffic calming measures in Elvetham Road, Fleet be removed and that a meeting be arranged in the near future to discuss alternative traffic management solution to reduce speed.

63 HIGHWAY MAINTENANCE AND MINOR CAPITAL WORKS PROGRAMME 2004/05

The Panel considered the report of the Director of Environment (Item 7 in the Minute Book) outlining progress with the 2004/05 Highways Maintenance and Minor Capital Works Programme and updating on the 2004/05 Highways Maintenance Budget.

Councillor Leversha declared a non-pecuniary interest in her capacity as an employee of Crondall Village Council.

That the report be noted.

64 TRAFFIC MANAGEMENT PROGRAMMES 2004/05

The Panel considered the report of the Director of Environment (Item 8 in the Minute Book) regarding the main traffic management work completed and progress in the Hart area in 2004/05.

It was reported that where speed cameras had been targeted to areas with a poor accident record, an overall reduction of 28% had resulted.

That the report be noted.

65 CASUALTY REDUCTION PROGRAMMES

The Panel considered the report of the Director of Environment (Item 9 in the Minute Book) on the Casualty Reduction Programme, including the Hampshire and Isle of Wight Camera Safety Partnership casualty reduction programmes.

66 TRAVEL PLAN PROGRAMMES (INCLUDING SAFER ROUTES TO SCHOOL)

The Panel considered the report of the Director of Environment (Item 10 in the Minute Book) outlining progress with workplace, school travel planning programmes for the Hart area, including an update on the Safer Routes for Schools.

Councillor Leversha declared a non-pecuniary interest as Clerk to Crookham Village Parish Council.

The Business Travel Plan Adviser was providing advise to organisations which had made contact with the County Council, including the Blackwater Valley and Hart Primary Care Trust.

RESOLVED:

That progress made with the delivery of the workplace travel plans, school travel plans and Safer Routes to Schools programmes in the Hart area be noted.

67 STREET LIGHTING - HART

The Panel considered the report of the Director of Environment (Item 11 in the Minute Book) on the various elements of the Street Lighting service in the Hart area.

The 99% level of all street lighting in the area on at any one time had been maintained.

68 OTHER HIGHWAY RELATED PROGRAMMES

The Panel considered the report of the Director of Environment (Item 12 in the Minute Book) on programme details for Regeneration of Older Urban Areas; Intelligent Transport Systems; Bridgeworks; and Development related works.

69 PASSENGER TRANSPORT REPORT

The Panel considered the report of the Director of Environment (Item 13 in the Minute Book) outlining the services provided by the Passenger Transport Group and details of work undertaken in the Hart area.
