1. Summary
1.1 The County Council's Transport Capital Programme identifies funding for individually named integrated transport improvement schemes and also includes other county-wide improvement programmes and block budget allocations.
1.2 The table below shows the county-wide improvement programmes that are applicable to the Hart area and identifies the funding allocation made from the Local Transport Plan (LTP) for the 2004/05 year. The table also identifies where further information about the works appropriate to each programme can be found on the agenda.

1.3 This report provides a progress update on the named integrated transport schemes within the 2004/05 Transport Capital Programme that have been approved for implementation in the Hart area. These are summarised in the attached appendix.
1.4 Individual schemes within the Transport Capital Programme are financed from the LTP, which consists of Central Government supported capital expenditure (SCE) and/or external funding (EF) received from developers or other contributors.
1.5 The 2005/06 Transport Capital Programme will be considered in January 2005 by the Environment Policy Review Committee and then the Executive Member for Environment. The programme will be influenced by the level of the Local Transport Settlement for 2005/06 for Hampshire, which will be announced by the Government in December 2004, and by the level of spending commitments carried forward into 2005/06 from the 2004/05 programme. Area Transport Strategy Panels are being asked to prioritise schemes within their areas to assist the Executive Member for Environment.
2. Transport Capital Programme 2004/05
B3272 Corridor - Yateley-Eversley Traffic Management - £200,000 SCE
2.1 A project group has been set up to develop this scheme, which is being combined with the Regeneration of Older Urban Areas (ROUA) project for Yateley, which is looking into environmental improvements (see item elsewhere on the agenda).
North Hampshire Transport Strategy Village Initiatives - £130,000 SCE
2.2 Development and consultation for traffic calming in North Warnborough and Odiham is under way with the Parish Council.
Yateley-Blackwater Cycle Lane, Hart - £100,000 SCE
2.3 The scheme involves the implementation of an advisory cycle lane along Rosemary Lane, running from the A30 to Darby Green Road. This will involve signing and coloured surfacing across junctions to highlight the route as cycle friendly. The works are programmed to start later this year.
A30 Blackwater Pedestrian Enhancements - £60,000 EF
2.4 The scheme aims to improve accessibility in the vicinity of the train station. Present initiatives involve the relocation of pinch point signing, widening of a footway to improve access, and a study into changing the traffic signal phasing at the A30/Kings Parade/Vicarage Road crossing point. Works are expected to start later this year.
3. Other Schemes
Fleet Town Centre Traffic Management - £400,000 SCE/£2,200,000 EF (2005/06)
3.1 Regular discussion and liaison between the County Council, Hart District Council and the Fleet Town Centre Group have helped to produce a scheme that will improve the town centre with additional pedestrian crossing areas and junction safety improvements, together with a traffic management arrangement to enhance the High Street environment. The District Council car parks are also to be included with improvements to access and parking arrangements. A newsletter is to be published later this year when the scheme will be considered for project appraisal.
3.2 The programmed date for this work is from April to November in 2005 to comply with the conditions of the developers' funding requirements.
Elvetham Road Traffic Calming
3.3 An information and question leaflet has been distributed to residents of the Elvetham Road area to ensure that the views of those immediately affected are given due prominence with any amended or additional measures with regard to speed management and road safety. The leaflet has also been made available for collection at the District Council offices, together with a display plan showing the proposed speed cushions that are being recommended.
3.4 Return slips from the leaflets have been received which indicate the residents' responses to the following:
(i) add speed cushions to the traffic calming;
(ii) retain the existing traffic calming with no significant changes; or
(iii) remove all calming measures.
An oral update on the results will be given at the meeting.
Recommendation
That Members note the progress with schemes in the Transport Capital Programme and support the schemes approved for inclusion in the Capital Programme for 2004/05.
