1. DECLARATIONS OF INTEREST


    All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed.

    The declaration should be made at the time of the relevant debate.

5. UPDATE ON DEVELOPMENT CONTROL AND VARIOUS AGENCY ARRANGEMENTS

    To consider a report of the Director of Environment updating Members on the progress of changing arrangements with respect to Development Control Services, Traffic Management Services, Grass and Shrub Maintenance Agreement and Design and Implementation Agreement.

6. PROGRESS UPDATE ON SCHEMES IN THE CAPITAL PROGRAMME

    To consider a report of the Director of Environment identifying funding for individually named integrated transport improvement schemes and other county-wide improvement programmes and block budget allocations.

7. HIGHWAY MAINTENANCE AND MINOR CAPITAL WORKS PROGRAMMES 2004/05

    To consider a report of the Director of Environment outlining progress with regard to the 2004/05 Highway Maintenance and Minor Capital Works Programmes and providing an update on the 2004/05 Highway Maintenance budget.

8. TRAFFIC MANAGEMENT PROGRAMMES 2004/05

    To consider a report of the Director of Environment covering the main programmes of traffic management work completed and ongoing in the Winchester area in 2004/05. The schemes included are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes, together with capital funded Parish Partnership schemes.

9. CASUALTY REDUCTION PROGRAMMES

    To consider a report of the Director of Environment outlining progress on the Hampshire County Council and Hampshire and Isle of Wight Safety Camera Partnership casualty reduction programmes.

10. TRAVEL PLAN PROGRAMMES (INCLUDING SAFER ROUTES TO

SCHOOLS)

    To consider a report of the Director of Environment providing a progress update on the workplace, school, and personalised travel planning programmes for the Eastleigh area. It also includes an update on the Safer Routes to Schools programme for schemes within the Winchester area.

11. STREET LIGHTING - WINCHESTER

    To consider a report of the Director of Environment considering the various elements of the Street Lighting service which affect the Winchester area.

12. OTHER HIGHWAY RELATED PROGRAMMES

    To consider a report of the Director of Environment detailing the programmes for Hampshire Villages Initiative, Intelligent Transport Systems, Bridgeworks, Development Related Works and Recreational Cycling.

13. PASSENGER TRANSPORT

    To consider a report of the Director of Environment outlining the services provided by the Passenger Transport Group and detailing the work undertaken in the Winchester area.

14. MIRACLES PROGRESS REPORT

To consider the report of the Director of Environment setting out the progress

to date in developing and implementing the MIRACLES Project.

15. DATES, TIME AND VENUE FOR THE NEXT MEETING OF THE

PANEL

It is proposed to hold meetings of the Winchester Highway and Transport

Advisory Panel on the following dates:-

Tuesday 1 March 2005;

Tuesday 25 October 2005.

Both meetings will commence at 10.00am at The Guildhall, Winchester.

County Councillors attending as appointed members of this panel or by virtue of Standing Order 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council as a local County Councillor qualify for travelling expenses.
