Cllr Rice declared a non-pecuniary. interest as a member of Milford Environment Group.
33 MINUTES
The Minutes of the meeting held on 30 April , 2004 were agreed as a correct record and signed by the Chairman.
Arising thereon
Mr Davison reported that the final cost of Salterns Cottage had been under budget at £198,693.52. The occupants of the adjacent private residence had made a financial contribution to the sewerage and drainage services which was shared with Salterns Cottage.

36 LYMINGTON KEYHAVEN COASTAL AREA, ADVISORY PANEL
The Panel considered the report of the Director of Recreation and Heritage (Item 5 in the Minute Book) outlining progress since the last meeting
The signing of a new 10 year Countryside Stewardship Agreement with DEFRA in August 2004 would guarantee significant funding on the reserve during that period.
Progress continued to be made on the Water Management Plan - Professor Smart commented on the time taken to produce the document.
Conflicting pressures had militated against a speedy conclusion, and advice was awaited from the Environment Agency. Mr Kermode reported that the Environment Agency's view of a realistic time-scale would coincide with the completion of mineral extraction. Professor Smart explained that the essential components of the Management Water Management Plan for the Marshes were:-
· Desirable quality of water
· Levels of water
· Flows of water
Attention was drawn to two Environment Agency signs regarding diving which were rather too conspicuous and a request made for these to be re-sited or removed.
The closure of access over Moses Dock was reported to be inconvenient to members of the public. It was explained that no public right of way existed over the walkway on top of the sluice gates and that public access had been restricted under the Environment Agency's duty of care for public safety. The Environment Agency were preparing plans for replacement of the gates and would consider the inclusion of a footway across the gates to the correct standard.
The Director of Recreation and Heritage was to investigate acceptable ways of controlling foxes on the Marshes.
No mention had been made of the National Park in reports, and Professor Smart sought an assurance that although the Area of Outstanding Natural Beauty had not been retained, there should not be a weakening of planning policy outside the national park. It was suggested that a joint New Forest District Council and Hampshire County Council presentation be made to the next meeting of the Panel.
The last of the four memorial seats had been installed in its agreed location on the seal wall at Normandy Lagoon.
Councillor Rice declared a non-pecuniary interest as a member of Milford Environmental Management Group.
The Countryside Service had been in discussion with New Forest District Council regarding the management of Sturt Pond. Mr Devine reported that New Forest District Council was to make a grant towards the management of Sturt Pond. It was explained that before an area could be declared a Nature Reserve, sustained management would need to be demonstrated.
The new lease for the continued use of Eight Acre Pond was close to completion. The Advisory Panel would be consulted when the West Solent Coastal Strategy was produced.
RESOLVED:

37 MANOR FARM (EFFORD) GRAVEL PIT AND LANDFILL SITE
The Panel considered the oral report of the Director of Environment on progress with planning applications and the Water Management Plan.
Mr Read updated the Panel on progress on the mineral extraction sites. New Milton Sand and Ballast were about to lodge a planning application for buildings at Downton Manor Farm on the existing construction, demolition and excavation waste recycling area as part of a proposal to retain this facility.
The Household Waste Re-Cycling Centre would continue in use until 2020. The main area in the south would complete gravel extraction by October 2005.
Onyx were reviewing options for restoring area 4d and were investigating the likely impact of the new Marchwood Incinerator, which was now in operation.
The Water Management Scheme was still in progress. The infrastructure was only partly in place and it would be necessary to have access to a water supply when required.
A coherent plan would be required for Manor Farm and the Landfill Site.
Professor Smart sought an assurance that there would be no weakening of the policy regarding the former Areas of Outstanding National Beauty, which were not to be included in the National Park
Mr Read was to follow up the proposal for planting to screen venting/burning pipes on the restored tipping areas.
Mr Clark drew attention to proposed new glasshouses at Efford where water extraction might have an effect on water levels.
