61 UPDATE ON DEVELOPMENT CONTROL AND ADVISORY AGENCY ARRANGEMENTS

The Panel considered the report of the Director of Environment (Item 5 in the Minute Book) updating on Development Control Services; Traffic Management Services; Grass and Shrub Maintenance and Design and Implementation Agreements.

The Borough Council had indicated that it would enter into the Development Control Agency Agreement. This, together with the Traffic Management Services agreement, would be concluded shortly.

The draft Design and Implementation Agency Agreement was still awaiting formal confirmation and for legal terms to be agreed.

62 PROGRESS UPDATE ON SCHEMES IN THE TRANSPORT CAPITAL PROGRAMME

The Panel considered the report of the Director of Environment (Item 6 in the Minute Book) on progress on schemes in the Transport Capital Programme.

Havant Railway Station Cycleway Stage 2


Detailed design work on the Hayling Billy - Havant Railway Station Cycleway Stage 2 was nearing completion.

A3 Bus Priority Corridor


The draft contract for South West Trains to finalise the design and undertake construction would be completed early November. The project appraisal was planned for January 2005. Site staff had rendered assistance with flood clearance at shops in Penjar Avenue and had liaised with the Southern Water Authority in dealing with drain problems to resolve the situation.

The Highway Authority had a duty to undertake maintenance and improvement of the Highway and so would not expect to pay compensation to shops for disruption of these businesses. However, significant care and consultation is undertaken during works to minimise the disruption to adjacent businesses and residents. The final two sections of work would be carried out in parallel to save time so that the planned 2007 completion date was achieved.

Contractors were looking for a more convenient site for a base north of Waterlooville for Sections 4 and 5. This would minimise disruption by heavy vehicles. The Real Time Passenger Information had been slightly delayed so that the experience of Portsmouth City Council could be used and a more uniform system provided to passengers along the corridor.

RESOLVED:

That, progress with schemes in the Transport Capital Programme and schemes approved for inclusion in the Capital Programme for 2004/05 be noted.

63 HIGHWAY MAINTENANCE AND MINOR CAPITAL WORKS PROGRAMMES 2004/05

The Panel considered the report of the Director of Environment (Item 7 in the Minute Book) outlining progress with the 2004/05 Highways Maintenance and Minor Capital Works Programme and updating the 2004/05 Highways Maintenance Budget.

The Capital Budget for non-principal roads had been increased and an additional £325,000 allocated to Havant.

Problems with the surface of Atlantis Avenue cracking was attributed to clay shrinkage and remedial work was being considered within the next year's programme.

64 TRAFFIC MANAGEMENT PROGRAMME 2004/05

The Panel considered the report of the Head of Technical Services (Item 8 in the Minute Book) regarding the main traffic management, cycleways and other programmes completed and in progress in Havant area in 2004/05.

65 CASUALTY REDUCTION PROGRAMME

The Panel considered the report of the Director of Environment (Item 9 in the Minute Book) on the Casualty Reduction Programme, including the Hampshire and Isle of Wight Safety Camera Partnership casualty reduction programmes.

The Casualty Reduction (Engineering) Programme had identified and had installed or were studying some 3 potential accident remedial schemes in the current financial year; together with a refurbishment package for the Leigh Park traffic calming scheme.

Good progress was currently being made towards the County Council's target of reducing all fatal and serious casualties of 26% by the end of 2004.

RESOLVED:

66 TRAVEL PLAN PROGRAMMES (INCLUDING SAFER ROUTES TO SCHOOL

The Panel considered the report of the Director of Environment (Item 10 in the Minute Book) outlining progress with workplace, school and personalised travel planning programmes for the Havant area, including an update on the Safer Routes for Schools infrastructure programme within the Borough.

The Executive Member for Environment urged Members to encourage schools to develop School Travel Plans for their areas. Travel planning packs for schools would be made available shortly.

It was anticipated that the number of schools responding positively to the School Travel Plan Programme would be significantly increased by the Spring of 2005.

RESOLVED:

That progress made with the delivery of the workplace; school and personalised travel plans and Safer Routes to School programmes in the Havant area be noted.

67 STREET LIGHTING REPORT - HAVANT

The Panel considered the report of the Director of Environment (Item 11 in the Minute Book) on the various elements of the Street Lighting service in the Havant area.

The 99% level of all street lights on at any one time had been maintained.

The programme of column replacements for the Havant area in 2004/05 was as follows:-

- Swanmore Road, Havant - works programmed to start November 2004

- Calshot Road, Havant - works programmed to start November 2004

- St. Thomas Avenue, Hayling Island - works programmed to start
November 2004.

The CSI programme for Havant in 2005/04 was noted as follows:-

    - Holybourne Road to Petersfield Road footpath

    - Appleshaw Green

    - Spencer Road

    - Belmont Grove to Bedhampton Road footpath

    - Puffin Walk

68 OTHER HIGHWAY RELATED PROGRAMMES

The Panel considered the report of the Director of Environment (Item 12 in the Minute Book) on programme details for Regeneration of Older Urban Areas; Intelligent Transport System; Bridgeworks and Development Related Works.

The deployment of Intelligent Transport Systems (ITS) had continued during 2004/05.

Members welcomed the proposed crossing in Stakes Road, but asked that skid resistance be considered at the adjacent junction.

With respect to the bridgework programme, it was noted that Network Rail had programmed signal works in 2007, with associated track possession and any works to Havant Station Footbridge might need co-ordinating.

69 PASSENGER TRANSPORT REPORT

The Panel considered the report of the Director of Environment (Item 13 in the Minute Book) outlining the services provided by the Passenger Transport Group and details of work undertaken in the Havant area.

The key objective in developing a top class passenger transport network was to maintain successful partnerships and to build others. The design of the new Havant Bus Station was well underway with construction could start in May 2005 at a cost of £1.6m.
