1. Summary

1.1 This report covers the main programmes of traffic management work in the East Hampshire District area in 2004/05. These are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes, together with capital funded Parish Partnership schemes.

2. Background

2.1 Since East Hampshire District Council resolved not to pursue the agency for traffic management within the District Council area, all traffic related issues are dealt with directly by the County Council. The relevant staff are based in Winchester and are the first point of contact on traffic management matters.

3. Traffic Regulation Orders, Signing and Lining Schemes

3.1 Traffic management issues are raised in a number of ways, usually by local District or County Members or the public. Occasionally attention is drawn by the Police or other emergency services to traffic congestion or parking problems. These issues are prioritised and investigated, which may result in schemes being proposed for inclusion in the programme. The current list of schemes in the 2004/05 programme in the East Hampshire district area is shown in Appendix 1.

    3.2 This programme is constantly evolving during the year, with many schemes already completed or committed, but with scope to include others that may arise as a high priority. At the same time, schemes already in the programme may slip, be modified or deleted as consultations progress and where the TRO advertising procedure gives rise to significant objections.

4. Parish Partnership Programme

4.1 Further progress has been made on those schemes already identified in the Parish Partnership programme within the East Hampshire district area. Appendix 2 includes those schemes being progressed or completed in 2004/05.
