1. Summary
1.1 The County Council's Transport Capital Programme identifies funding for individually named integrated transport improvement schemes and also includes other county-wide improvement programmes and block budget allocations.
1.2 The table below shows the county-wide improvement programmes applicable to the East Hampshire area and identifies the funding allocation made from the Local Transport Plan (LTP) for the 2004/05 year. The table also identifies where further information about the works appropriate to each programme can be found on the agenda.

1.3 This report provides a progress update on the named integrated transport schemes within the 2004/05 Transport Capital Programme that have been approved for implementation in the East Hampshire area. These are summarised in the attached appendix. The report also provides a progress update on schemes started in earlier programmes which were incomplete at the last Panel meeting.
1.4 Individual schemes within the Transport Capital Programme are financed from the LTP, which consists of Central Government supported capital expenditure (SCE) and/or external funding (EF) received from developers or other contributors.
1.5 The 2005/06 Transport Capital Programme will be considered in January 2005 by the Environment Policy Review Committee and then the Executive Member for Environment. The programme will be influenced by the level of the Local Transport Settlement for 2005/06 for Hampshire, which will be announced by the Government in December 2004, and by the level of spending commitments carried forward into 2005/06 from the 2004/05 programme. Area Transport Strategy Panels are being asked at their autumn meetings to prioritise schemes within their areas to assist the Executive Member for Environment.
2. Transport Capital Schemes 2000/01
Petersfield Town Centre to Moggs Mead cycle Route - £135,000 SCE (Petersfield Project)
2.1 Forming part of the railway station to Penns Place cycle route, this scheme will provide an off-road cycle facility between the town centre car park and Moggs Mead. The route is planned to emerge from the town centre car park access road onto College Street and into Tor Way via the Toucan crossing that was provided in 2001. The route will continue off-road along Tor Way over a new bridge at Tilmore Brook and into Moggs Mead, and give improved access for cyclists to and from the town centre, from the eastern part of the town.
2.2 Construction work commenced in February 2004 and is now substantially complete.
3. Transport Capital Schemes 2003/04
Petersfield (Tesco's Offsite Works) - Pedestrian Signing - £2,000 EF
3.1 This refers to a specific developer's contribution for the provision of locally appropriate pedestrian signing from the recent supermarket development off Hylton Road in Petersfield towards the town centre. Internal consultation is currently under way to determine the wording on the signage and the design of it, due to its location within a Conservation Area,
Bordon Cycles/Public Transport Facilities - £40,000 EF
3.2 This refers to a developer's contribution which is specific to the provision of new footpath links, new bus shelters, footpath signage and cycle route signage in the area. Two sections of footway on Conde Way were specified, one on the north side between Garnett Road, the point where the footpath emerges from Pinehill Road, and on the south side between the bus stop opposite Chase Hospital and York Close. Both sections of footway have been completed. Three bus shelters are proposed, one on Conde Way near Norman Close, one on Conde Way near the Fire Station, and one at Chalet Hill, near the junction with Varna Road.
3.3 The bus shelters were installed in June; however, one of the shelters has been badly damaged through a vehicle collision and will have to be replaced. This has delayed the laying of the top surface of the footpath around the shelters, which must wait until the damaged shelter is replaced. A replacement shelter has now been ordered. The pedestrian/cycle route signing from York Close to the Forest Shopping Centre, and the same from Conde Way via the Garnet Road to Pinehill Road walkway, is no longer included in the scheme due to the route specified in the developer agreement not being suitable. A letter is being sent to the developer to request that these funds can be used for other works, due to the unsuitability of the specified route.
4. Transport Capital Programme - 2004/05
4.1 CHARTS Village Initiative Schemes - £60,000 SCE
(i) Steep - traffic management enhancements consisting of improved traffic signing, carriageway markings, a new `gateway' feature at the existing entry point to the 40 mph speed limit on Stoner Hill, a possible section of new footway near Bedales School on Church Road, and three new passing places on the narrow lanes in the area. Consultation with the Parish Council has been ongoing, with an exhibition in September 2004 providing positive feedback on the proposals. Detailed design has commenced and the works are anticipated to be implemented during 2004/05. Additional funding for this scheme will be provided from a combination of Traffic Management revenue budget, Safer Routes to Schools programme and the Parish Partnership programme.
(ii) Clanfield - a preliminary design for a new pedestrian refuge on Chalton Lane has been prepared. The refuge will be located near the junction with Sunderton Lane, and will aid pedestrian crossing movements between the residential area and the park and pavilion on the north side of Chalton Lane. The refuge will also contribute to vehicle speed management on Chalton Lane. Detailed design is being undertaken, with a view to implementation before the end of March 2005.
(iii) Kingsley - this scheme consists of traffic management enhancements on the B3004 Forge Road, which include traffic signing improvements, the provision of a `gateway' treatment at the existing speed limit entry points to the village, localised coloured surfacing treatments, and the provision of two uncontrolled pedestrian crossing points. Consultation has been ongoing with the Parish Council. The proposals are now at a detailed design stage and are expected to be implemented before the end of March 2005. Additional funding for this scheme will be provided from a combination of Traffic Management revenue budget and the Parish Partnership programme.
(iv) Lindford - an additional pedestrian refuge has been installed on the B3004 Liphook Road in Lindford; some road markings and bollards are still outstanding. The refuge is located by the shops at Elmfield Court and will aid pedestrian crossing movements. Another refuge has already been provided near the junction with Mill Chase Road. The combination of measures is expected to improve speed management in the village. Additional funding for this scheme will be provided through the Parish Partnership programme.
The Square, Liphook (Childerston House) - £16,000 SCE, £13,000 EF
4.2 This proposal relates to the provision of a zebra crossing at the southern end of The Square in Liphook. Construction works are expected to commence in the school half-term week in October 2004.
Holybourne to Four Marks Cycle Lane Stage 3a - £86,000 EF
4.3 This proposal aims to extend the existing cycle facilities on Anstey Road from the Health Centre north-eastwards to the junction with Anstey Mill Lane. This section of Anstey Road is proposed to be provided with on-road cycle lanes. A further link along Anstey Mill Lane towards the industrial estate is proposed; however, this is to be an advisory signed route only. Consultation with Alton Town Council and property frontagers was undertaken, with issues raised incorporated into the detailed design where appropriate. Local Member support for the scheme was attained and the Project Appraisal was completed in April. Construction is programmed to be completed by October. Further feasibility design work is being undertaken to progress the future extension of the route along Anstey Road from Anstey Mill Lane towards Eggars School and London Road, Holybourne.
Cycleway Links Fletcher's Field, Liphook - £50,000 EF
4.4 This proposal incorporates the provision of a cycle way between Fletchers Field and Portsmouth Road, so that a route between Midhurst Road and Bohunt Community School can be developed. The proposal includes footway widening on Portsmouth Road to provide an off-road facility between Fletcher's Field and Churchfield Court. The route traverses third
party land at Fletcher's Field, which unfortunately has covenants preventing the formation of a vehicular (cycle) access onto Portsmouth Road. Legal advice has been sought in order to progress this scheme and a way forward has now been determined. Resources for detailed design are now being sought to facilitate implementation of the scheme during this financial year.
Bordon/Whitehill A325 Cycleway Extension - £20,000 EF
4.5 This scheme aims to extend the existing cycle route built along the A325 in Bordon as part of the Tesco development in 2003 up to the junction with Chalet Hill and down to Sutton Fields, where it will link up with an existing facility. A development of the army land adjacent to the A325 between the Conde Way roundabout and Sutton Field includes a cycleway between these two parts as a condition of planning permission; therefore, it is possible that, if this development progresses, this section of the cycleway could be excluded from the County Council's scheme design. Funding from the Tesco development is being used to fund a feasibility design study for the cycle route extension, which is currently in progress. Once this study is completed, further funding will be sought in order for detailed design and implementation to be progressed.
Recommendation
That Members note the progress with schemes in the Transport Capital Programme and support the schemes approved for inclusion in the Capital Programme for 2004/05.
