1. Summary
1.1 The following decision is sought:
That the attached Project Appraisal for the implementation of an on-road advisory cycle route along the length of Rosemary Lane, Blackwater to Darby Green Road, Yateley, at an estimated cost of £80,000, as reported to the North Hampshire Transport Strategy Panel on 5 November 2004, be approved.
2. Reason
2.1 The decision supports Aim 2 (Stewardship of the Environment) and Aim 4 (Building Strong and Safe Communities) of the Corporate Strategy by providing sustainable alternative methods of transport and safer community facilities for everyone.
3. Other Options Considered and Rejected
3.1 The designers investigated many ways in which a cycle route could be implemented along the route. Due to the constraints of the highway width, and possible land acquisition issues, many of these designs were found to be unworkable and were disregarded. These alternatives gave consideration to an on-road cycle route, additional pedestrian refuges, and a shared cycle and pedestrian path. Alternative routes through the local vicinity were also considered, however none of these were found to have an appropriate directness to be feasible. The chosen route and design was found to have the most convenience for its users, and with the added safety improvements, would be the best option.
