1. Summary
1.1 The County Council's Transport Capital Programme identifies funding for individually named integrated transport improvement schemes and also includes other county-wide improvement programmes and block budget allocations.
1.2 The table below shows the county-wide improvement programmes that are applicable to the Basingstoke and Deane area, and identifies the funding allocation made from the Local Transport Plan (LTP) for the 2004/05 year. The table also identifies where further information about the works appropriate to each programme can be found on the agenda.

1.3 This report provides a progress update on the named integrated transport schemes within the 2004/05 Transport Capital Programme, as approved by the Executive Member for Environment on 14 September 2004, for implementation in the Basingstoke and Deane area. These are summarised in the attached Appendix. The report also provides a progress update on schemes started in earlier programmes which were incomplete at the last Panel meeting.
1.4 Individual schemes within the Transport Capital Programme are financed from the LTP, which consists of Central Government supported capital expenditure (SCE) and/or external funding (EF) received from developers or other contributors.
1.5 The 2005/06 Transport Capital Programme will be considered in January 2005 by the Environment Policy Review Committee and then the Executive Member for Environment. The programme will be influenced by the level of the Local Transport Settlement for 2005/06 for Hampshire, which will be announced by the Government in December 2004, and by the level of spending commitments carried forward into 2005/06 from the 2004/05 programme. Area Transport Strategy Panels are being asked at the autumn round of meetings to prioritise schemes within their areas to assist the Executive Member for Environment.
2. Transport Capital Schemes - 2003/2004
New Road Pedestrian Crossing £225,000 EF
2.1 This scheme is under review by the Borough Council due to funding concerns and possible future development proposals.
Basingstoke Real - Time Passenger Information (RTPI) £175,000 SCE, £215,000 EF
2.2 RTPI in Basingstoke is reported in item 12 of the agenda (Highway Related Programmes).
BEST Rural Schemes £42,000 SCE, £26,000 EF
2.3 Junction improvements and speed control measures for the Burghclere traffic calming scheme are being progressed with the Parish Council. The revised road markings have been implemented.
3. Transport Capital Schemes 2004/2005
A33 Ringway Roundabout, Popley Way - £2.85m SCE, £1m EF
3.1 The proposed transport improvements on the A33 corridor are a key part of the overall Basingstoke Transport Programme. These improvements aim to help meet future travel demands, including the new development in the area being developed in a sustainable manner, by widening travel choice and improving safety and security for all road users. Within the urban area it is proposed that traffic signals are installed at all junctions along the A33, providing an enhanced network of pedestrian and cycle routes, linking residential areas with employment, schools, shops and the town centre. As part of the corridor strategy, the Phase 1, A33 Ringway interchange project was previously identified for construction in 2005/06, however the need to progress Statutory Undertakers diversionary works, ahead of the main construction contract, has prompted the inclusion of this scheme in the current 2004/05 programme. The design is currently under way and the estimated cost for this project is £3.5 million, of which £1 million will be met from contributions received from local development.
North Hampshire Transport Strategy (NHTS) Village Initiatives £130,000 SCE
3.2 Following the recent speed restrictions, the second stage of the Ashford Hill traffic calming scheme is to be implemented, providing a footbridge with improved access ways. This is to be constructed in the current financial year. Traffic calming trials have been undertaken in Sherborne St John and the final scheme is being developed in conjunction with the Parish Council. Preliminary design work for traffic management and pedestrian facility improvements at Kingsclere has commenced, in preparation for implementation in 2005/06.
A30/A340 Route 1 Bus Quality Partnership £500,000 EF
3.3 The County Council is working with Stagecoach and Basingstoke and Deane Borough Council to provide a reliable, accessible and realistic alternative to the private car, by improving the quality of Basingstoke's busiest bus services. This involves infrastructure improvements to the Basingstoke bus corridor along service 1 between Baughurst and Hatch Warren via Tadley, and service 6 through Winklebury. The Quality Bus Partnership with the County Council, Stagecoach and the Borough Council was agreed in August 2002. Improvements include waiting facilities, access and information at bus stops and route branding. Stagecoach has invested in newly refurbished accessible vehicles and improved frequencies along services 1 and 6. The construction work started on site in December 2003 and will continue throughout 2004. Thirteen electronic Bus Departure Information System (BDIS) displays have been installed within the bus shelters at Basingstoke Bus Station, and works are underway to implement the final three post mounted electronic BDIS displays which will complete the scheme. The main summary display screen at Basingstoke Railway Station is nearing completion, and the two main summary display screens at the North Hampshire Hospital are ready to be installed, following building works which should be complete by the end of this year.
New Street Bus Lane Contraflow, £200,000 EF
3.4 The provision of a contraflow bus lane in New Street, between Timberlake Road and Winton Square, using the existing carriageway, will provide a new link for buses, improving reliability and journey times. The design is currently underway and the Borough Council are continuing with public consultation and Traffic Regulation Orders for the waiting restrictions and Bus Lane.
A30 Victory Roundabout Subway Improvements £100,000 EF
3.5 The Victory roundabout subways allow pedestrians, cyclists and the disabled, safe access under the A3010 Churchill Way. In July 2004, County Council engineers met with local representatives and Members on site to discuss refurbishment of the subways. The initial works are to include new drainage, mirrors at entrances and signing, lowering of drop kerbs, repointing to brickwork and relaying of slabs. Future works may include new hand railing, painting, surfacing and possibly murals to the subways if funding allows.
A33 Rural Junctions £50,000 EF
3.6 It is proposed that this funding is made available for minor improvements to junctions along the A33 corridor.
Chineham Bus Infrastucture £20,000 EF
3.7 This scheme includes bus stop and infrastructure improvements with new shelters and bus sign poles at key locations along Stagecoach Service 2 from Basingstoke Bus Station to Chineham. These works are substantially complete, pending final shelter location comments from the Borough Council.
4. Other Schemes
Gabriel Park to Leisure Centre Cycle Route £200,000 EF
4.1 This scheme has been subject to delay whilst the Borough Council resolves land issues associated with the provision of a signalled crossing, and the implementation of a speed limit reduction on Worting Road.
Aldermaston Road Roundabout Signals £1m
4.2 This scheme has been delayed due to land acquisition complications at the entrance to the ringway roundabout. Negotiations are currently underway with the Borough Council to agree the highway boundary so that an alternative improvement scheme can be progressed.
Best Rural Schemes £50,000
4.3 These schemes are now included as NHTS Village initiatives (see paragraph 3.2).
Brighton Hill Roundabout £1m
4.4 Extensive discussions with the Borough Council have resulted in design changes which have revised the full signals proposal into an accident reduction and improved roundabout layout for traffic, including a bus lane along Brighton Way.
Winchester Road Roundabout
4.5 This scheme has been delayed as a result of the changes to the Brighton Hill Roundabout scheme.
A30 Kempshott Roundabout to Brighton Hill Cycle Route £150,000
4.6 This scheme, to enable both cyclists and pedestrians to use the footpath by Quilter Road that passes under the A30, will require further consultation due to the Cycle Tracks Act.
North-West Quadrant Pedestrian and Cycle Facilities £600,000
4.7 This scheme is undergoing further evaluation to enable the detailed design and prioritisation of schemes identified in the feasibility study to be progressed.
Recommendation
That Members note the progress with schemes in the Transport Capital Programme and support the schemes approved for inclusion in the Capital Programme for 2004/05.
