Summary

1.1

The following decisions are sought:

1.2

That the Executive Member for Recreation advises the Executive Member Policy and Resources that the project appraisal for the proposed new Winchester Cultural Centre scheme at an estimated cost of £7.25m, including fees, be approved.

1.3

That the Executive Member Recreation and Heritage requests the Executive Member Policy and Resources to give authority to the Director of Property, Business and Regulatory Services to settle terms for, and complete the transfer of land surrounding Jewry Street library from Winchester City Council.

Reason

2.1

In order that a new Cultural Centre in Winchester can be operational by early 2007.

2.2

This decision supports Aims 1 and 5 of the Corporate Strategy by improving public services in the Winchester area, with immediate benefit to the local community.

3.1

The need for the facilities in question has been identified as a priority and the works set out in the design project appraisal are considered to be the most appropriate and cost effective way of meeting that need.
