Supplementary Support for Education Activities of Bournemouth Symphony Orchestra

1. Introduction

1.1 The Policy Fund of the Recreation and Heritage Department funded extra work by the Bournemouth Symphony Orchestra during 2003/04 following a decision of the Executive Member on 24 April 2004. This decision to provide £10,000 for extra workshops and mini BSO concerts produced an excellent response by schools. This report recommends a similar award using funding from the Policy Fund for 2004/05.

2. The Bournemouth Symphony Orchestra Application

2.1 Full details of the BSO project are provided on the two appendices. These show the detail of the extra workshops in schools by Orchestral players and the series of mini BSO concerts in schools.

3. Financial Implications

3.1 The recommendation is being financed by sums within the Policy Fund for 2004/05.

4. Legal Implications

4.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expedient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the expenses of maintaining a band or orchestra and towards the development and improvement of the knowledge, understanding and practice of the arts.

5. The Views of the Local Members

5.1 No local members were considered appropriate to consult on this wide range of schools.

6. Hampshire County Council's Corporate Strategy

6.1 The proposals above address the desire within the Corporate Strategy to deliver excellent services by improving the provision of arts across the county.

Recommendation

    That £10,000 be paid to the Bournemouth Symphony Orchestra for its extra work in Hampshire schools.

Applicant Bournemouth Symphony Orchestra and Hampshire Music Service

Bournemouth Symphony Orchestra is an independent charitable trust that runs one of the country's major orchestras.

This funding of £7,500 is sought to support the extension of the mini BSO workshops enabling 4/5 musicians to work in 50 schools in autumn 2004 providing a live concert.

Aims:- to enable young people to hear and work with `live' musicians. To enable pupils to experience a concert and stimulate their desire to make music an important part of their lives.

Participants:- the project will take place all over Hampshire. Schools currently wanting these activities are currently excluded because they are over-subscribed, this will enable wider access.

In both cases, Hampshire Music Service has obtained funding from its own resources (including Standards Funding) to match the £7,500 requested..

Comment by Officers:

Bournemouth Symphony Orchestra have a dedicated education officer, and are inevitably over subscribed. Demand from schools is a good indicator of quality and chimes with the Creative Hampshire ethos.

Recommended conditions to be attached to the funding:

This funding should be made to BSO/HMS so they can develop the spread of love of music and skills to the young of Hampshire. A post project report should be made to Hampshire County Council concentrating on the measurement of outcomes.

Applicant Bournemouth Symphony Orchestra and Hampshire Music Service

Bournemouth Symphony Orchestra is an independent charitable trust that runs one of the country's major orchestras. The Hampshire Music Service is a direct service of the County Council funded through the Education Service.

This extra funding of £2,500 is sought to support an extension of the current workshops programme in Hampshire primary schools. This will involve an extra 178 half day workshops across the county based on the successful programme already under way and supported by the County Council.

Aims:- to enable young people to hear and work with `live' musicians. To enable pupils to develop their knowledge of a range of instruments.

Participants:- the project will take place all over Hampshire. Schools currently wanting these activities are currently excluded because they are over-subscribed, this will enable wider access.

HMS has obtained funding from its own resources to match the sum requested.

Evaluation

This project will be evaluated by reference to:-

Number of performances and attendances at these

Number of young people at workshops in rural areas especially Fordingbridge and the Waterside areas.
