1. Summary:

1.1 The following decision is sought:

    That the Countryside Service actively promotes responsible vehicular use of Byway 21 Whitsbury as an initial alternative to the imposition of a Traffic Regulation Order. This initiative should be considered a trial to assess whether a request for the route not be used in poor weather, and at other times for drivers to use the route responsibly, is successful. A deterioration in the route may lead the Council, in consultation with the Hampshire Countryside Access Forum and Wiltshire County Council, to consider the use of other powers.

2. Reason

2.1 To safeguard the route for the types of user more suited to its character and location and to

    support Aim 2 (Stewardship of the Environment) of the Corporate Strategy.

3. Other options considered and rejected

3.1 The immediate imposition of a Traffic Regulation Order.

4. Conflicts of interest declared by the decision maker or other Executive Member consulted - None.

5. Dispensation granted by the Standards Committee - Not applicable.

6. Reason for the matter being dealt with if urgent - To commence in time for the onset of winter.
