    To consider a report of the Director of Recreation and Heritage on the new powers for Highway Authorities created under the Countryside and Rights of Way Act 2000, in respect of the management of the new rights to access on foot Access Land and registered Common Land, which come into effect in December 2004 for Hampshire.
