Accountability framework

To ensure clinical governance works effectively there are clear lines of accountability throughout the organisation.

The Assistant Director (Older People) will have executive responsibility to ensure that the clinical governance strategy is developed and implemented effectively and will report to the Director of Social Services.

The Director of Residential and Nursing Services will be responsible for overseeing the integration of Clinical Governance into the Organisation and ensuring effective management and implementation of the Clinical Governance programme through the
Clinical Governance &Risk Management Group
(CGRMG).

Working groups will be responsible for the development and delivery of clinical governance at service level.

Clinical Governance Responsibilities

Clinical Governance is everyone's responsibility.

The core values of clinical governance should be understood and applied by all members of staff involved with, and working in the nursing and residential care. They should be the guiding principles in all decisions relating to service provision.

All staff members are responsible for: -

    ¬ Ensuring the provision of high quality care

    ¬ Sharing good practice

    ¬ Commitment to creating a learning environment

    ¬ Input to the appraisal process, clinical /non clinical audit and risk management

    PLUS

Nursing staff responsible for: -

    ¬ Professional accountability and self regulation

    ¬ Commitment to Continuous Professional Development {CPD}

Service Managers, Registered Managers and Senior Nurses are responsible for: -

    ¬ Supporting all staff by using appraisal, supervision (including clinical supervision) and leadership skills

    ¬ Service development,

    ¬ Ensuring accountability arrangements and systems are in place, and understood

    ¬ Promoting a culture that supports learning

    ¬ Encourage raising and tackling difficult or contentious issues

The Clinical Governance & Risk Management Team are responsible for: -

    ¬ Providing strategic leadership

    ¬ Recognising accountability, monitoring and reporting arrangements

    ¬ Supporting the dissemination of good practice

    ¬ Providing advice and guidance

Working groups with membership drawn from all groups above are responsible for: -

¬ Identification of clinical governance challenges at operational level

¬ Implementation of agreed clinical governance actions plans
